Había una vez una isla en la que la vida era como una telenovela en la que los habitantes estaban todo el tiempo en personajes. Actuando según le tocara, en una impostura perenne. O eran zombies o eran vividores. Había también una tribu grande de Pendangas (como diría Dr. Shopper) que son los que le creen el cuento a los demás, habitaban demasiados jaibas y buscones, y el montón de apestados de la vida que ya no creían en nadie. Los hastiados se habían marchado a otros sitios.
En esa isla, que digamos, se llama Puerto Rico, los vividores habitan felices y los zombis ya casi ni sienten.
La clase de vividores es la verdadera privilegiada en este país. A diferencia de lo que dicen los libros, los privilegiados no son los ricos ni mucho menos la clase media. Son esos vividores que viven del cuento. Son los que roban agua de los hidrantes para llenar piscinas y tirarse desde el techo del tercer piso y algunos les dicen “bendito, déjelos porque es verano y los nenes no tienen dónde entretenerse”. Esos vividores son los que tienen subsidio de agua y luz, pero aún con eso no lo pagan pero tampoco le cortan el servicio porque sacan a tiros al empleado de Acueductos o de Energía Eléctrica que ose hacerlo. A ellos no les tocan las crisis.
Esos vividores viven del plan. Del Plan 8, del Plan WIC, del Plan de Salud, del Plan de la tarjeta del PAN. Ser pobre no significa ser vividor. Hay muchos pobres, miles, que sí necesitan las ayudas y que la sociedad los mantienen en el círculo vicioso del que no pueden escapar. No, no son esos vividores porque los verdaderos pobres no son indignos. La pobreza no es indignante pero el mantengo descarado sí.
Lo vividores viven del cuento y con usan el pretexto de la pobreza para seguir criando vagos. Muchos viven en residenciales y a los políticos les encanta convencerlos y usarlos. Les ponen carteles anunciando que el gobierno les remodelará las cocinas del caserío o sellará los techos y ellos en cambio, les permiten poner sus carteles de campaña política para la primaria o la elección.
Muchos apestados de la vida que viven en esa isla miran a los vividores a la distancia con rabia. Piensan “!Coño, y yo que no tengo ni un chavo pa’arreglar mi cocina y el techo de la casa se me filtra pero nadie me ayuda!”. Y a los apestados les aprietan el bolsillo con impuestos y con altos costos, sin beneficios.
Suben la luz, el agua, los alimentos y escasean los trabajos. Entonces es que muchos apestados se transforman en hastiados y se van de la isla, o en zombis que no sienten. Ya no les importa nada.
Los zombis que habitan en esta tierra casi todos son de la supuesta clase media, aunque saben que es algo en peligro de extinción. No tienen opciones. Ni trabajo. Por eso ahogan sus penas en lo que sea. Son como el marido que sabe que su esposa se las pega, pero para no admitirlo se va a ‘liquor store’ a emborracharse. Cuando se le pasa la juma y vuelve a la realidad, se dan cuenta de que es un cuernudo o cabro grande como dicen, y entonces vuelve a la barra a ajumarse. O a meterse droga. Si son mujeres zombis, les da con irse a los malls a mirar tiendas y caminar por los pasillos a ver si con eso se le olvida que no tienen chavos para comprarse nada.
Y mientras los vividores tienen aires acondicionados prendidos todo el día o botan agua de los hidrantes, los zombis hacen malabares para sobrevivir. Pero a los del gobierno, el que sea, no les importa. Ellos quieren seguir manteniendo al país entre zombis y vividores porque así nadie pregunta ni se molesta. Es como tener un gran campo de concentración en el que nadie despierta
Por eso no les explican cómo sobrevivir ni a los zombis ni menos a los vividores y no admiten que el país está quebrado. ¿Qué si Fitch y S&P degradaron? ¿Y a quién le importa? El gobierno no está en esas. Para seguir embobando repiten los mismos temas, esperando que todo vuelva a la rutina, y que en las noticias no cuestionen mucho. Ya en agosto vienen por ahí las noticias del ‘back to school’ y el caos en las escuelas como siempre, y en noviembre lo del viernes negro, y en diciembre de que no hay trullas. Lo mismo, lo mismo, lo mismo, como decían en un comercial de televisión.
Para sobrevivir se supone que uno despierte del letargo y se mueva. Que se toque fondo como paso en España, Grecia, Argentina o en Detroit y de ahí la gente empezó a salir hacia adelante. Pero en Puerto Rico no. En la isla de los zombis y mantenidos eso no pasa y por eso siempre viven con su eterno dilema de la inmovilidad. Y colorín colorado, este cuento, no se ha acabado.

The spokesman of the Health Committee of the New Progressive Party (PNP) in the House of Representatives, Gabriel Rodriguez Aguilo, today asked the secretary of the Department of Health, Ana Rius, the development of a massive and effective prevention campaign and guidance to the increasing number of cases of infection with chikungunya virus, which is taken into account as the primary medical front line in combating the consequences of this virus and urged the present administration to begin to establish partnerships with the municipalities of greater incidence and orienting impact communities and eliminating potential breeding sites of mosquito that transmits it.
"We ask the Secretary of Health, Ana Rius, take action quickly to effectively combat chikungunya virus and eradicate mosquito, Aedes aegypti and Aedes albopictus who propagate it," Rodriguez Aguiló.
Chikungunya is a viral disease transmitted to humans by infected mosquitoes to chikungunya virus. The mosquitoes involved are Aedes aegypti and Aedes albopictus. The disease was first described during an outbreak in southern Tanzania in 1952, and currently has been identified in Asia, Africa, Europe and, since late 2013, in the Americas. Symptoms usually begin 4-8 days after the bite of mosquitoes, but can occur at any time between day 2 and day 12. The most common symptom is a sudden onset of fever, often accompanied by joint pain . Other symptoms include muscle pain, headache, nausea, fatigue and rash. Severe joint pain usually lasts a few days, but may persist for months or even years. Serious complications are rare, but in older people, the disease can contribute to the cause of death. There is no vaccine or antiviral treatment for chikungunya. Treatment focuses on relieving symptoms.

The Puerto Rico Commission on Civil Rights (Spanish: Comisión de Derechos Civiles de Puerto Rico) is an official entity within the Legislative Assembly of the government of Puerto Rico, charged with investigating violations of citizens' civil rights. Its five members are appointed by the Governor of Puerto Rico, subject to the advice and consent of the Senate of Puerto Rico. Created in 1965 under Governor Roberto Sánchez Vilella, it was originally an independent agency under the Puerto Rico Department of Justice. In 1996, during former governor Pedro Rosselló's administration, it was made a part of the Legislative Branch.
It is empowered to educate citizens about their civil rights, investigate alleged civil rights violations, and carry out studies and investigations. The 1996 amendments to its organic law also empowers it to appear as amicus curiae in court cases that it deems may have an important effect on civil rights in Puerto Rico.
It also annually selects the recipients of the Thurgood Marshall Award, an initiative of current Senate President Kenneth McClintock, which recognizes the commitment to civil rights of one law student from each of Puerto Rico's four law schools.
Many prominent Puerto Ricans have served over the years as members of the Commission, including former Sen. Luis Muñoz Rivera (senator), newspaper publisher Antonio Luis Ferré and formerResident Commissioner Baltasar Corrada del Río.

La Comisión de Derechos Civiles de Puerto Rico (Cdcpr) se encuentra inmersa en el proceso de delinear y formular lo que será el adiestramiento de las nuevas academias de la Policía y el readiestramiento de los oficiales en funciones, de cara a la reforma que la Policía de Puerto Rico debe ejecutar a raíz del acuerdo para transar un pleito por violación a los derechos civiles incoado por el Departamento de Justicia de Estados Unidos.
Ever Padilla, director de la Cdcpr, indicó que uno de los retos más grandes que enfrenta el organismo y la misma Policía es el de que los agentes en funciones dejen de lado actitudes y prácticas a las que se han acostumbrado, para dar paso a lo que son las nuevas expectativas sobre su trabajo.
El licenciado dijo que “tenemos que comenzar por reconstruir. Tenemos que, lo que dirían allá en Cabo Rojo, de donde yo soy, quitarle las mañas y entonces, sobre ya unas actitudes, trabajar con ellas y apoderarlos con el conocimiento y las estrategias correctas para una intervención apropiada”, sostuvo el letrado.
Padilla indicó que la Uniformada cuenta con poco tiempo para impactar a unos 14 mil agentes y readiestrarlos, además de comenzar a “desarrollar las nuevas camadas de cadetes de la Policía con un compromiso mayor”. En esa carrera contra el tiempo, Padilla catalogó la entrada al panorama del coronel José Caldero y su bagaje policíaco como una valiosa adición al proceso.
“Nosotros hemos tenido sesiones de trabajo, tanto con el superintendente como con el equipo que está al frente de este proceso de reforma policíaca y me parece que el coronel Caldero le añade valor a la Policía. Primero, porque conoce las estructuras, conoce las limitaciones que confrontan los policías y eso nos permite movernos mucho más rápido en el proceso”, sostuvo.
En entrevista con el programa Jornada Noticiosa, de Radio Arecibo, Padilla resaltó la importancia de readiestrar no solamente a los agentes de a pie, sino también a sus supervisores, “para que la reforma policial funcione”, y señaló la importancia de que haya un enfoque dirigido a las áreas de acción específicas de cada división en la Uniformada.
