American murdered in burglary in Vieques

VIEQUES - A group of CIC officers and soldiers arrived in this island municipality by the Superintendent José Luis Caldero and Colonel Juan Caceres, area commander Detective Fajardo, to initiate the investigation of the last two murders yesterday and a series of thefts .
The last of the victims was the continental Gregory Ian Mackintosh, who became the fourth citizen killed in less than a week amid the unstoppable wave of home burglaries that extends across the country.
The officers had received several confidences and sought heels step on the suspects.
The police officers received a call at 9:31 last night, where it was reported a murder in the guesthouse Away Guest House in Captain Bravo end street neighborhood of Boston.
Mackintosh, who was 58 years old, a native of North Carolina was shot dead on the balcony of the second floor of each guest. Last week thieves raided a couple of tourists in one of the houses he owned for rent to tourists, which led them $ 500 in cash and other property.
The murder was the second to be recorded in this island municipality on Tuesday.
At 5:15 pm on Monday, two armed masked men assaulted Marinés Columbus on his home in the city destination in Vieques. The robbers ordered him to open the safe where two pistols and two revolvers were carried. The assailants took bullets, an "iPhone," an "iPad", a computer and a Jeep Wrangler.
Last Thursday the body was found bound and beaten Irish Gary Power Hatswell 65 years of age, at home on the road The Lugo, in the La Hague in Lajas. For this case a marriage and two men are in custody awaiting the filing of charges.

Police are anxious to trace the American relatives of an Irish retiree found murdered on the Caribbean island of Puerto Rico.
Detectives believe Gary Power Hatswell was killed in a botched robbery after his half naked body was discovered tied up in his sitting room.
They are trying to contact next of kin in America after the thieves made away with his personal documentation.
The 68-year-old widower had lived alone on the island ever since the death of his wife.
Police told the Irish Sun newspaper that windows had been forced open and the house had been ransacked with a TV among the missing items.
The paper reports that Power Hatswell had been involved in a road accident the night before his death.
Detective Joel Gonzalez, who is leading the murder hunt, told the Irish Sun: “Our theory is that it was a burglary. It looks like these individuals could have entered at the rear of the house.
“They beat him, they tied him up, his hands were tied in front of him and he was practically asphyxiated.
“Our officers have been working for the past 12 hours at the house to collect possible fingerprints and DNA.
“It’s a complicated and extensive crime scene, because we believe the victim struggled with his attackers.”
Lieutenant Gonzalez confirmed that keen amateur painter Power Hatswell had been living alone since his wife died.
He added: “Unfortunately, the attackers took many of his personal documents, so we have no means of contacting his family, some of whom we understand live in the US.”

The ruling of the Board of Governors of PPD this past August 30, 2014 on the retention of American citizenship by birth under any future development of ALS, as a pillar of its corporate policy, points once again highlighted the haphazard and haunted intersection of politics and law.
a mainly political perspective, the issue of American citizenship is like a high voltage electrical wire. Any attempt to even intimate a change that poses a risk to our citizens produces an electric shock to the body politic power that leaves its proponents catatonic.
This is what seems to have happened to the proponents of free association within the PDP, who see their demands for greater sovereignty hampered by the clear opposition of their traditionalist muñocista sector. From August 30 to today, striking the eloquent silence of the speakers - with notable exceptions - of free association. Anyway, is not only an electoral calculation, but a statement of what for many popular understand means to be popular. In this regard, recent expressions of José Alfredo Hernández Mayoral they would rather lose the election of 2016 to allow their opponents to define ELA face of a federally sponsored plebiscite alternatives that are not territorial and constitutionally valid, are indications of the crisis of political identity by which crosses the PPD. That said, it should be emphasized that the American public will inextricably tied to our status problem. That is, to sovereignty. There is no dispute that American citizenship apply to Puerto Rico under the Fourteenth Amendment of the Constitution of the United States under the assumption that we were admitted as a state in the federation or under the territory incorporated. Similarly I do not think there's more controversy that under our existing unincorporated territorial status, American citizenship continue under the statutes authorized to that end.
The difficulty arises under the so-called ELA sovereign - that is nothing more than free association - when trying to square the circle enyuntando American citizenship to the sovereignty of Puerto Rico, pretending to be with it outside the territorial clause, and therefore outside the jurisdiction of the Constitution of the United States. Under independence, in whatever form, the continuity of American citizenship would be among issues to be discussed between sovereign countries. Advance to state that, apart from public policy considerations aside, I think that individuals who already have American citizenship by statute, while they hold an ownership interest, not be deprived of it without due process of law, whether under the Fifth or Fourteenth Amendment of the Constitution of the United States. Or put the other way, to mediate due process of law, nothing prevents under the models of independence, the United States Congress legislates the form and manner in which its citizens can preserve or instead claim Puerto Rican citizenship.
Any discussion of the transmission of citizenship by virtue of blood would be subject to such legislation. In other words, there is no guarantee some sort of continuity of American citizenship under the free association or independence. Some argue that there is nothing to prevent the extension of American citizenship under these models, it is a matter of political will of the Congress of the United States. Of course, the question to ask is that motivation or interest would have the Congress of the United States to extend their citizenship to a group of people who have chosen not to be under its jurisdiction. The answer to this question is obvious: no. Do not forget that there is nothing which prevents the Congress of the United States prospectively repeal our citizenship, even under the existing territorial clause. A good listener, few words.
For Tuaua v United States, some Samoans claim the constitutional right of American citizenship under the Fourteenth Amendment of the Constitution of the United States. The case of Samoa is distinguishable from the case of Puerto Rico, since they are not citizens of the United States American citizens but - similar position in which Puerto Ricans were between 1900 and 1917 under the Foraker Act. The interesting case for our insular Tuaua actually the brief filed by the Justice Department of the United States opposing the applicants' request and invoking the plenary powers of Congress under the territorial clause and island cases endorsing the reports Presidential White House of Bush and Obama on how citizenship is incommensurable with sovereignty.
In so far as authorized under federal auspices plebiscite placed in the hands of the Justice Department of the United States the responsibility to pass judgment on non-territorial definitions and constitutionally valid to be included on the ballot to resolve the status issue...
