Latin American Herald Tribune: Bahia Hurt by VAR in 1-0 Copa Sudamericana Loss to Paranaense

PRN-Latino News from mikenova (16 sites)
Bahia Hurt by VAR in 1-0 Copa Sudamericana Loss to Paranaense SALVADOR, Brazil – Atletico Paranaense forward Pablo notched the lone goal in a 1-0 first-leg Copa Sudamericana quarterfinal road victory here Bahia, which had two scores disallowed by the video assistant referee (VAR) system.Bahia controlled the match throughout and created the best opportunities in this Wednesday night clash of first-division Brazilian-league clubs at Fonte Nova Arena in this northeastern city. The visitors, for their part, passively waited for chances on the counter-attack, with their lone goal coming after midfielder Nikao headed on a long goal kick to set up a score by Pablo at the 66-minute mark.Bahia appeared to open the scoring on a play near the 25-minute mark in which two players had chances to score before Clayton raised his leg high in the air to boot the ball into the back of the net.The crowd erupted with joy, but the VAR review found that the forward had made a dangerous play in raising his cleat for the strike and disallowed the goal.Bahia then seemed to score once again just after halftime, but the home crowd was left in disbelief when the apparent goal by midfielder Ramires was disallowed by VAR for offside.Paranaense goalkeeper Santos also was a thorn in Bahia’s side, stopping headers by Elton and Lucas Fonseca at the goal line. The second leg of this quarterfinal clash will be played at Arena da Baixada, Paranaense’s home ground in the southern Brazilian city of Curitiba, on Oct.

PRN-Latino News from mikenova (16 sites)
Stunning Images of Stellar Clusters Haunting the Cosmos Released by ESO MADRID – The European Southern Observatory (ESO) released on Thursday a stunning image of the Ghost Nebula, a cloud of dust and gas, taken by the Hubble telescope. The Hubble telescope, a joint project of National Aeronautics and Space Administration (NASA) and the European Space Agency (ESA), has captured a color image of the Ghost Nebula, a cloud that is slowly being eroded by the radiation the Cassiopeia constellation projects onto it.“About 550 light-years away in the constellation of Cassiopeia lies IC 63, a stunning and slightly eerie nebula,” a statement on the ESA Hubble Space Telescope website said.“Also known as the ghost of Cassiopeia, IC 63 is being shaped by radiation from a nearby unpredictably variable star, Gamma Cassiopeiae, which is slowly eroding away the ghostly cloud of dust and gas,” the ESA added. The ESO, one of the world’s most productive observatories, also released a beautiful photo Wednesday of another stellar cluster known as the Skull and Crossbones nebula. The image was taken by a large telescope in Chile usually used for the collection of science data; however, their immense resolving power means they are ideal for capturing high-quality images of star formations. Both images are part of the ESO’s Cosmic Gems program, which aims to capture incredible images of space for outreach and educational purposes, making the Ghost Nebula and Skull and Bones star cluster a perfect Halloween cosmic treat.

PRN-Latino News from mikenova (16 sites)
IDB Praises Uruguay for Investing in Health, Education MONTEVIDEO – The representative of the Inter-American Development Bank (IDB) in Uruguay said on Thursday that the small South American nation has succeeded in improving “social well-being” through public spending, by means of a more efficient redistribution of its resources.Morgan Doyle, who participated along with Uruguay Economy Minister Danilo Astori in the opening of the third conference on strengthening budget management, said that the South American nation is one of the Latin American countries with the highest levels of public spending in social programs. The IDB representative said public spending has been increasing in Latin America and the Caribbean in the last few years, though he insisted that the key is to spend “correctly and intelligently,” adding that Uruguay has focused on using public resources to improve health, education, security and housing.Doyle said that Uruguay has reduced income inequality by roughly 14 percent. The IDB representative highlighted that Uruguay has carried out a “tremendous effort” to strengthen its systems and areas linked to economic and financial management by taking a comprehensive approach to digital transformation in public administration.Astori, for his part, said that last year’s event was focused on analyzing how to improve budget management by means of inclusive growth and economic liberalization, while this year’s event will focus on “concrete and everyday actions” to put these measures into practice.

Latin American Herald Tribune: Package Bombs Sent to Key Democrats, Trump Critics Reach 10

PRN-Latino News from mikenova (16 sites)
Package Bombs Sent to Key Democrats, Trump Critics Reach 10 WASHINGTON – More package bombs were delivered to key Democrats and critics of President Donald Trump on Thursday, with three pipe bombs being directed to former Vice President Joe Biden and famed American actor Robert De Niro, thus bringing the total intercepted this week to 10 in what authorities are calling “terrorism.”Biden and De Niro, who both have strenuously criticized the current administration on numerous occasions, found themselves among the people – now totaling nine – who since Monday have received the dangerous packages.Authorities reported that two package bombs were sent to Biden’s residence, the first one intercepted in New Castle and the second detected in a post office in Wilmington, both cities in Delaware. The device sent to De Niro was detected by police in New York at a local property owned by the well-known actor.New York Mayor Bill de Blasio, city police chief James O’Neill and officials with the FBI and other US intelligence agencies held press conference at the police command center regarding the national investigation into the mailings, with De Blasio and O’Neill emphasizing the importance of public cooperation in pursuing the case. When asked about press reports pointing to Florida as the origination site of the packages, the FBI agent overseeing the case, William Sweeney, refused to confirm or deny that, saying only that “some” of the packages were sent by US mail.Sweeney said that the investigation is at an early stage and that the devices are being analyzed, but he denied that the white powder contained in one the envelopes sent to CNN headquarters in New York presents any “biological threat,” although tests are being run on the substance. The situation has led New York authorities to increase the police and military presence at key points around the city, including Grand Central Station and Rockefeller Center. The FBI said in a tweet that the packages received by Biden and De Niro were “similar in appearance to the others,” referring to the packages containing potentially destructive devices that have been addressed this week to major public figures including billionaire philanthropist George Soros, a large donor to the Democratic Party and progressive causes; former Secretary of State Hillary Clinton; former President Barack Obama; and former CIA Director John Brennan.“The packages were affixed with computer-printed address labels and six Forever stamps.

Latin American Herald Tribune: Real Betis Tops AC Milan in Europa League, Earns First-Ever Win at San Siro

PRN-Latino News from mikenova (16 sites)
Real Betis Tops AC Milan in Europa League, Earns First-Ever Win at San Siro MILAN, Italy – Real Betis fended off a furious comeback attempt by AC Milan to win 2-1 in Europa League group-stage action Thursday night at San Siro and earn its first-ever victory at that storied stadium. The Seville, Spain-based club had been struggling offensively in La Liga coming into this Group F match, the first contest between these two clubs since 1977.But the visitors came out with an attacking mindset early on, controlling possession and sending the hosts scrambling to plug holes in their defense.A header by defender Antonio Barragan just missed the mark in the 17th minute, but AC Milan was unable to keep Betis scoreless for much longer.Argentine midfielder Giovani Lo Celso set up the first goal when he delivered a low cross from the left side to Paraguayan forward Antonio Sanabria, who poked the ball past Milan net minder Pepe Reina at the half-hour mark.Betis then had chances to add to its lead, but an apparent second goal was waved off for offside and then Sanabria and Lo Celso squandered clear chances to score. On the other end of the field, a phenomenal defensive effort by Algerian defender Aissa Mandi with time winding down in the first half prevented Argentine forward Gonzalo Higuain from scoring after he had maneuvered around Betis goalkeeper Pau Lopez. The visitors remained insistent on attack after the intermission and were rewarded in the 54th minute when Lo Celso scored on an outstanding left-footed strike from outside the area that thrilled the sizable contingent of around 7,000 Betis fans in attendance at San Siro. But the complexion of the match changed over the final half-hour.A newly aggressive Milan side made the score 2-1 on a goal by Patrick Cutrone in the 82nd minute and then continued to push forward in search of the equalizer. The home side’s last chance came and went, however, when defender Marc Batra stymied a scoring opportunity by Samu Castillejo near the penalty spot. The AC Milan winger vehemently protested the lack of a penalty on the play and his frustration boiled over when he committed a hard foul on Lo Celso and was sent off for a direct red card.Sevilla now leads Group F with seven points, one more than Milan with three round-robin games remaining.

Latin American Herald Tribune: EU Court Ruling: Italy Violated Jailed Mafia Boss’ Rights Just Before He Died

PRN-Latino News from mikenova (16 sites)
EU Court Ruling: Italy Violated Jailed Mafia Boss’ Rights Just Before He Died PARIS – The European Court of Human Rights in Strasbourg ruled on Thursday that Italy had violated the rights of a jailed Sicilian Mafia boss by maintaining a strict prison regime until his death aged 83 despite his ill health. The court found that Italy had not been justified in extending the special regime imposed on Bernardo Provenzano, reputedly the boss of the Corleone branch of the Sicilian Mafia, in the last few months of his life.“He became permanently bedridden and had artificial nutrition via a feeding tube,” the court ruling said, adding that Provenzano had become “progressively seriously ill in prison and, notably, his cognitive functioning declined.”The court acknowledged that Provenzano, reputedly a “Capo di tutti capi” (Boss of all bosses), had been convicted of numerous extremely serious crimes and had, justifiably, been handed down several life sentences. However, the Strasbourg court considered Italy violated Article 3 of the human rights convention regarding inhuman or degrading treatment. After his arrest, he was imprisoned under a restrictive regime preventing those convicted of mafia-related crimes from contacting members of the criminal organization, their families, banning the use of phones and monitoring their mail.Provenzano’s lawyers had argued unsuccessfully between 2013 and 2016 to have his prison regime eased because of his rapidly declining health. The Strasbourg court’s ruling triggered indignation in Italy with Deputy Prime Minister Luigi Di Maio saying it was Provenzano who had behaved in an inhumane manner.Justice Minister Alfonso Bonafede said that while he respected the ruling, “other countries had to learn from Italy about anti-Mafia laws.”He added that in Italy it was the Italians who took the decisions and not people from outside.

Latin American Herald Tribune: UN Says Women Are Still Being Excluded from Peace Talks

PRN-Latino News from mikenova (16 sites)
UN Says Women Are Still Being Excluded from Peace Talks NEW YORK – The United Nations denounced on Thursday that women are still being excluded from peace negotiations, despite the fact that their participation has proven to be key in conflict resolution around the world.“Women cannot be excluded from the peace process simply because they do not engage in battle,” UN Women Executive Director Phumzile Mlambo-Ngcuka said.Mlambo-Ngcuka presented a report on women, peace and security to the UN Security Council, which celebrated its annual open debate on the matter. The director said that the report is a “loud alarm bell” on systemic failures to bring women into peacemaking in a meaningful manner.Between 1990-2017, women constituted only two percent of mediators, eight percent of negotiators, and five percent of witnesses and signatories in major peace processes, according to UN figures.“Only three out of 11 agreements signed in 2017 contained provisions on gender equality, continuing last year’s worrisome downward trend,” she said, expressing her concern for the absence of women in the current negotiations in Yemen, as well as their limited presence in Mali, the Central African Republic and Afghanistan.UN Secretary General Antonio Guterres, meanwhile, highlighted various studies that show the link between women’s participation and peace, urging the international community to continue their efforts toward achieving full gender equality.Guterres added that approximately 41 percent of chiefs and joint chiefs in peace operations are now women, adding that such proportion had never been reached before.
