Puerto Rico gov backs statehood referendum

SAN JUAN, Puerto Rico — Puerto Rico's governor says he would back a federally sponsored referendum that asks voters whether the U.S. territory should become a state.

Ricardo Rossello made the announcement on Friday after U.S. Rep. Rob Bishop of Utah asked the U.S. attorney general last week to certify such a referendum.

Puerto Rico has held five non-federal referendums, although none specifically asked people to simply vote yes or no on statehood.

In the most recent referendum, held last year, nearly half a million votes were cast for statehood, about 7,600 for free association or independence and nearly 6,700 for the current territorial status. But just 23 percent of voters turned out.

U.S. Congress has final say on any changes to Puerto Rico's political status.

Nuclear Advocates Set Sights on Advanced Reactors for Puerto Rico

Puerto Rico does not currently have any operating nuclear reactors, but it once had the Boiling Nuclear Superheater Reactor Facility, an experimental reactor in Rincón, which operated at full power in 1965 but stopped about three years later due to technical difficulties and the resulting expensive changes that would be required. It was decommissioned, and decontamination work continued into the early 2000s.

While some environmentally conscious scientists recently swapped their past opposition to nuclear energy in favor of its benefits to the climate, other environmentalists have balked at the idea.

"Nuclear energy is not clean energy," and previous attempts to build it in Puerto Rico led to contamination, Adriana Gonzalez, an environmental justice organizer with Sierra Club Puerto Rico, said through a spokesman by email. "What the people of Puerto Rico want is reliable, affordable clean energy like rooftop solar and wind."

Despite the House resolution to seek further study of nuclear energy, other recent Puerto Rican legislation under consideration makes no explicit mention of the power source. Two bills that seek to transition the island to 100 percent renewable generation by 2050 — one of which has passed both chambers — do not name nuclear energy, though they don't appear to exclude it from consideration.

And a June Energy Department report on energy resilience options for Puerto Rico excluded nuclear energy, while noting the benefits of photovoltaic solar, energy efficiency projects and energy storage.

Meanwhile, CINTAC, in a March 2018 position paper, extolled the potential for nuclear on the island.

The Puerto Rico Police is also one of two investigative arms of many of Puerto Rico municipal police forces,[citation needed] the other one being the Puerto Rico Special Investigations Bureau of the Puerto Rico Department of Justice. At 17,000 strong, the Puerto Rico Police force is the second largest police department under the American flag, second only to the New York City Police Department.[2][3]

A government study recommended that the operation of the Police Academy be privatized so that it becomes the Public Safety Training and Development Center .

The recommendation comes from an analysis of "desirability and convenience" of the Public Private Partnerships Authority (PPP), which concluded that it is very difficult for the government to pay for the training of new officers of the Police and the Department of Public Security. Correction and Rehabilitation (DCR), as well as other personnel who work the seven negotiated of the Department of Public Security (DSP).

The report highlights that the government spends an average of $ 9 million every time it starts the training of cadets to enter the Police and the DCR.

In addition, it emphasizes that the private operator will be responsible for the operation and maintenance of the facilities , such as those existing in the Police Academy in Gurabo. However, it also contemplates the possibility of using another "adequate location".

"The government, due to fiscal adjustments, has found it increasingly difficult to cover the costs and associated investments to train the cadets of the police, employees and / or cadets of the DCR," the document states.

Given this scenario, the report "Desirability and Convenience Study" stated that "the proposed project under the P3 scenario (APP) is advisable for the government".

The study was carried out as a result of an "unsolicited proposal" of the Ana G. Méndez University System . 

The report reveals that this proposal was submitted on August 22, 2017, four months after the creation of the DSP. 

He mentions that the proposal to convert the Academy into the Public Safety Training and Development Center -contained in the unsolicited proposal- will help the DSP comply with its organic law, because said project is contained in the statute that created that agency in April 2017, four months after the current government administration began.

The proposal was publicly known in December 2017, as part of the process of Reform of the Policebefore the Federal Court .

According to the projections of the PPP Authority, the private operator will be selected for the week of June 10, 2019.

However, the secretary of the DSP, Hector Pesquera , has indicated that he expects to graduate cadets before the PPP is completed. Federal judge Gustavo Gelpi , who oversees the Reformation, ordered that there be a group of cadets starting in February.

The PPP Authority will receive comments on the study until next week and, in December, will announce the process to receive proposals. 

Several private institutions have expressed interest in the project, while the University of Puerto Rico(UPR) proposes to operate the academy through a contract with the government, protected by an executive order of Governor Ricardo Rosselló Nevares so that the state teaching center has priority in the training and training of public employees.

Emphasis on federal scholarships

The study acknowledged that, with the APP, there would be an increase in costs for new recruits, but points out that this situation can be met with federal grants.

He points out that the increase will be due to the government transferring expenses to the contractor, who will be responsible for the training, maintenance of facilities, certification of instructors, purchase of instructional materials and purchases for the maintenance of that equipment.

In this way, it would transfer 45% of the costs associated with the training. Instead of paying $ 9,168,269, the government would only invest $ 5,042,548, with an estimated saving of $ 4,125,721 for the APP.

"This transfer of costs implies that the departments will only pay a portion of tuition costs (portions associated with non-transferable courses) and a portion of payroll costs for new employees," the report states.

"Under the P3 scenario (a PPP), new employees or candidates for employees will be required some tuition fees, for which student grants and other financial aid programs are available," he adds.

The report justifies the increase by highlighting that "candidates will receive higher quality education and training provided by an institution certified by the Higher Education Commission, which could have a higher cost per class, but at the same time can be covered by the Federal Pell Grant Program and other student financial assistance mechanisms. "

За годы службы Коробов был удостоен множества государственных наград, среди которых высшая степень отличия — звание Героя России.

В Москве умер начальник Главного разведывательного управления (ГРУ) Генерального штаба Вооружённых сил РФ Игорь Коробов. Об этом сообщили в пресс-службе Министерства обороны России.

В ведомстве рассказали, что генерал ушёл из жизни после тяжёлой, продолжительной болезни.
