El gobierno ha publicado recientemente el informe anual con sus estados financieros consolidados. Este informe era anteriormente conocido por sus siglas en inglés como el CAFR (Comprehensive Annual Financial Report). El más reciente es titulado Basic Financial Statements and Required Supplementary Information debido a unos cambios técnicos en la manera de contabilizar algunas actividades y a la omisión de algunas secciones. Este informe es preparado por el Departamento de Hacienda y auditado por la firma de auditores externos KPMG LLP, tiene fecha de 30 de junio de 2014 y corresponde al año fiscal que terminó el 30 de junio de 2013.
1. Organización de los Estados Financieros del Gobierno
En términos generales, los estados financieros del gobierno consisten de cuatro componentes básicos:
(1) los estados financieros correspondientes a las actividades gubernamentales (Government-wide Financial Statements);
(2) los estados financieros de los fondos del gobierno (Fund Financial Statements);
(3) los estados financieros de los fondos fiduciarios (Fidiciary Fund Financial Statements) ;y
(4) las notas a los estados financieros.
Los estados financieros de las actividades gubernamentales, a su vez, contienen dos tipos de informes:
(1) el Estado de Situación del Patrimonio Neto (Statement of Net Position), que es análogo al estado de situación (balance sheet) de una entidad privada; y
(2) el Estado de Resultados (Statement of Activities), que es análogo al estado de ganancias y pérdidas (income statement) de una entidad privada.
Cada uno de estos informes—el Estado de Situación del Patrimonio Neto y el Estado de Resultados—a su vez, contiene secciones separadas para tres tipos diferentes de actividades gubernamentales.
Estas actividades consisten:
Primero, de las actividades medulares del gobierno, que son aquellas que comúnmente se asocian con la gestión del gobierno central en áreas tales como educación, seguridad pública, salud, y vivienda, entre otras. Estas actividades se financian en gran medida con impuestos y fondos federales.
A las actividades tradicionales del gobierno central se le incorporan las actividades de seis entidades legalmente independientes que, debido a la naturaleza de su relación con el gobierno central y la sustancia de sus operaciones, se consideran para propósitos contables como parte del gobierno central (Blended Component Units). Estas seis entidades son: la Autoridad de Edificios Públicos, la Autoridad para el Financiamiento de la Infraestructura, el remanente de las Navieras de Puerto Rico, COFINA, el Fideicomiso de los Niños y el Fideicomiso Perpetuo de las Comunidades Especiales.
La segunda categoría consiste de actividades de naturaleza comercial (Business Type Activities) que lleva a cabo el gobierno central. En este renglón se incluyen los resultados de las operaciones del fondo de seguro por desempleo, la lotería adicional, la Administración de Servicios Médicos de Puerto Rico, el Fondo para el Control de la Contaminación del Agua (Puerto Rico Water Pollution Control Revolving Fund) y la Junta de Gobierno del Servicio 9-1-1.
La tercera categoría consiste de entidades legalmente independientes del gobierno central y que comúnmente se conocen como corporaciones públicas (Component Units). Esta categoría incluye los resultados de las operaciones de todas las corporaciones públicas, seis de las cuales se desglosan por separado debido a su importancia: el Banco Gubernamental de Fomento, la Autoridad de Acueductos y Alcantarillados, la Autoridad de Energía Eléctrica, la Administración de Seguros de Salud, la Autoridad de Carreteras y la Universidad de Puerto Rico. Los resultados de las otras entidades se presentan de manera consolidada.
A continuación presentamos los hallazgos principales de los estados financieros para el año fiscal que terminó el 30 de junio de 2013.
2. Gobierno Central
A. Estado de Situación
El Estado de Situación de las operaciones primarias del gobierno central de Puerto Rico (excluyendo las operaciones de tipo comercial) nos dice que al 30 de junio de 2013, éste tenía activos de $14,439 millones y obligaciones de $61,756 millones, lo que resulta, después de algunos ajustes, en un patrimonio neto de negativo de $47,212 millones. Esto representa un aumento en el déficit acumulado de $5,382 millones, o un 13%, en relación con el déficit de $41,830 millones reportado año anterior (pág. 9).
De acuerdo con la nota 2 a los estados financieros, unos $35,800 millones de la deficiencia acumulada al 30 de junio de 2012 son producto de la emisión de deuda. Esta situación surge de la práctica del gobierno de Puerto Rico de emitir deuda al nivel central y entonces transferirle los fondos a otras entidades gubernamentales (incluyendo municipios) para el financiamiento de mejoras permanentes y cubrir ciertas necesidades operacionales. Como resultado de esa transferencia de fondos, el gobierno central se queda con la obligación en sus libros pero el activo correspondiente aparece en los libros de la entidad a la cual se le transfirieron los fondos. El resto del déficit en el patrimonio neto se debe a la obligación neta de pensiones y a la acumulación de deficiencias operacionales a través de los años.
B. Estado de Resultados
Por otro lado, el Estado de Resultados demuestra que las operaciones del gobierno central durante el año fiscal 2013 costaron $21,513 millones, mientras que los recursos disponibles totales (incluyendo el fondo general, fondos federales y otras transferencias) sumaron $15,884 millones, resultando en un déficit de $5,629 millones, que se reduce a $5,383 millones después de tomar en consideración otras transferencias de $246 millones. (pág. 11) Si excluimos el pago del servicio de la deuda de unos $2,009 millones, entonces el déficit operacional primario del gobierno de Puerto Rico para el año fiscal 2013 estaría rondando aproximadamente los $3,374 millones.
Esto en comparación con el Estado de Resultados para el año fiscal 2012 que demuestra que las operaciones del gobierno central para ese año costaron $21,178 millones, mientras que los recursos disponibles totales (fondo general, fondos federales y otras transferencias) sumaron $15,475 millones, resultando en un déficit de $5,703 millones, que se reduce a $5,497 millones después de tomar en consideración otras transferencias de $206 millones. Si excluimos el pago del servicio de la deuda de unos $1,971 millones, entonces el déficit operacional primario del gobierno de Puerto Rico para el año fiscal 2012 fue de aproximadamente $3,526 millones.
3. Corporaciones Públicas
A. Estado de Situación
El Estado de Situación consolidado de las corporaciones públicas refleja que al 30 de junio de 2013, éstas contaban con activos consolidados de $56,631 millones y con obligaciones de $45,115 millones, resultando en un patrimonio neto consolidado, después de varios ajustes, de positivo $9,826 millones. Esto representa una reducción de $1,063 millones en el patrimonio neto de las corporaciones públicas, o un 9.7%, en relación con el patrimonio neto de $10,890 millones reportado año anterior. (pág. 24)
Es importante señalar, además, que 9 corporaciones públicas reportaban un patrimonio neto negativo (sus obligaciones excedían sus activos) al 30 de junio de 2013, incluyendo corporaciones tan importantes como la Autoridad de Energía Eléctrica, la Administración de Seguros de Salud, la Autoridad Metropolitana de Autobuses, la Administración de Servicios Médicos de Puerto Rico, y la Compañía de Turismo (pág. 77).
B. Estado de Resultados
Finalmente, el Estado de Resultados consolidado de la corporaciones públicas refleja que éstas reportaron pérdidas agregadas de $1,063 millones durante el año fiscal 2013. Esta cifra representa un aumento de $480 millones, o un 82%, en comparación con las pérdidas agregadas de $583 millones reportadas por las corporaciones públicas el año anterior. Llaman la atención las pérdidas operacionales registradas durante el año fiscal 2013 por la Autoridad de Carreteras ($140 millones); la Autoridad de Energía Eléctrica ($275 millones); y el Banco Gubernamental de Fomento ($121 millones).
4. Conclusión
La fría lógica de la aritmética contable simplemente confirma la experiencia cotidiana de miles de puertorriqueños: tenemos un gobierno caro, disfuncional, al borde de la quiebra, infectado por la corrupción, y que no satisface las necesidades del pueblo de Puerto Rico.
Si de verdad queremos arreglar esta situación necesitamos emprender un proceso serio de análisis y de reflexión colectiva, sin engañarnos a nosotros mismos. El primer paso en ese análisis sería reconocer que el orden socioeconómico actual ha muerto y el nuevo no ha nacido aún. Algo que todo el mundo sabe, pero parece que nadie quiere hablar de ello.

Estable pescador que se encontraba perdido

Un pescador que había sido reportado desaparecido el pasado miércoles, fue encontrado este viernes a eso de las 6:37 de la tarde por tres jóvenes ciclistas, quienes después de asistirlo dieron parte a las autoridades, informó hoy la Policía.
El pescador José Antonio Montero Rosado, de 53 años, fue localizado en el barrio Indios, sector Playa Ventana, en la parte posterior de la Tropical Fruit, conocido como Los Mangos en Guayanilla.
Montero Rosado, quien se hallaba desaparecido desde el día 16 de julio, fue localizado por tres jóvenes ciclistas, Ero Troche Ortiz, Carlos Rodríguez Cruz y Omar Baleno Rodríguez, quienes le dieron de comer y le suplieron agua al tiempo que informaron a la Policía del distrito de Guayanilla.
Al lugar se personó el sargento Gerardo Martínez en compañía de los agentes Miguel Rodríguez Candelario y Héctor Báez Irizarry junto a una unidad de Emergencias Médicas Municipal, que le brindó los primeros auxilios.
Posteriormente, el pescador fue transportaron al Hospital Metropolitano de Yauco, donde fue atendido por el doctor Morales, quien diagnosticó insolación y deshidratación.
Aunque la condición del hombre es estable, se le dejó hospitalizado en observación.

A posting on an account linked to a pro-Russia separatist leader in Ukraine, on a Russian social network site, claims that militants shot down at least one Ukrainian military plane near the Donetsk region town of Torez. The post has been deleted.
Photographs
Ukrainian government adviser Anton Herashchenko claims the plane was hit by a missile fired by a Buk SA-11 launcher, a Russian-made, surface-to-air missile system. Photographs of such a launcher in the town of Snezhne, near the crash site, appear on the internet. Later, photographs of a Buk being moved on a transporter from Ukraine to Russia appear.
The intercepts
Ukrainian authorities release a recording they claim is a conversation between pro-Russia militants admitting to shooting down the plane. A rebel fighter going by the nom de guerre of "Major" is heard telling another comrade called "Grek" that a group of fighters had brought the airliner down. "The plane broke up in the air, near the Petropavlovskaya mines. The first [casualty] has been found. It was a woman. A civilian," he says. At 5.42pm, "Major" acknowledges the plane was civilian: "Hell. It's almost 100% certain that it's a civilian plane."
In another recording, a Russian officer called Igor Bezler is apparently heard reporting on the downing of the jet to his superior in Russian military intelligence, Colonel Vasily Geranin: "A plane has just been shot down ... They've gone to search and photograph the plane. It is smoking."
In a third conversation, a rebel fighter says: "It turned out to be a passenger plane. It fell in Hrabove area. There's a sea of women and children ..."
Satellite detection
Satellite images show a plume of smoke left by a ground-to-air missile. The images help to compile an intelligence analysis shared with the UN security council by US ambassador Samantha Power, which she claimed showed the airliner was "likely downed by a surface-to-air missile, an SA-11, operated from a separatist-held location in eastern Ukraine". The location of the missile launch appears crucial.
"It strains credulity to think [the missile] could be used by separatists without at least some measure of Russian support and technical assistance," said Pentagon spokesman Rear Admiral John Kirby.
