Obama, in Jamaica, Seeks to Reassert U.S. Influence in Caribbean

KINGSTON, Jamaica — President Obama is expected to use a meeting of Caribbean nations on Thursday to try to reassert American influence in the region and press its leaders to pursue alternative energy solutions that would loosen their reliance on oil from Venezuela.
Mr. Obama and Energy Secretary Ernest J. Moniz arrived here Wednesday night, ahead of a day of meetings focused on trade and energy use and production in the Caribbean basin.
The gathering is a prelude to a larger meeting of Latin American nations, the Summit of the Americas, which opens Friday in Panama City. Mr. Obama’s push to normalize relations with Cuba, and tensions with Venezuela, are likely to overshadow a crowded policy agenda there.
Both stops this week are efforts by the president to improve relations and strengthen American engagement with smaller and less wealthy neighbors in the hemisphere. The push for stronger Caribbean ties comes as an economic crisis intensifies in Venezuela, whose subsidized oil is used by most Caribbean countries.
American officials say they are eager to work with Caribbean partners — 14 of whom will participate in meetings with Mr. Obama on Thursday — on alternative energy solutions. They also want to demonstrate a commitment to a region they concede has sometimes felt ignored by the United States.
Mr. Obama, the first American president to visit Jamaica since 1982, will also meet on Thursday with Prime Minister Portia Simpson-Miller and he will hold a town hall-style meeting with young people before departing for Panama.
The Caribbean outreach comes amid strained relations between the Obama administration and President Nicolás Maduro of Venezuela, who has reacted angrily to an executive order by Mr. Obama that froze assets of midlevel officials in his government suspected of human rights abuses or violations of due process.
The order described Venezuela as a threat to United States national security, a charge that senior American officials have recently tried to soften, arguing that it was merely pro forma language that accompanies any such sanctions.
Mr. Maduro says he has collected millions of signatures on a petition calling for the sanctions to be lifted, and that he will deliver the document to Mr. Obama during the summit meeting. A top State Department official made an unexpected trip on Wednesday to Caracas, the Venezuelan capital, for a round of diplomatic maneuvering before the regional meeting begins on Friday.
But the dispute could nevertheless play out at the gathering, where Mr. Obama is hoping to highlight his move toward détente with Cuba and a corresponding tightening of ties throughout Latin America.
The dynamics are less complicated in Jamaica, where Ms. Simpson-Miller was waiting Wednesday night at the foot of Air Force One to embrace Mr. Obama upon his arrival in Kingston. Before turning in for the night, the president made a brief tour of the Bob Marley Museum, in a large Victorian house adjacent to a palm tree-shaded courtyard with red, yellow and green walls. Mr. Marley’s “One Love” could be heard during Mr. Obama’s visit.
As he took in Marley memorabilia, the president reminisced about his days of listening to the reggae legend.
“I still have all the albums,” Mr. Obama said.

The most recent State Department report, issued in 2013, said Cuba had “long provided safe haven” to Basque separatists from the group known as ETA and to the FARC rebels in Colombia, and had harbored “fugitives wanted in the United States.” But the report said that Cuba’s ties to ETA had become “more distant” and that the nation was trying to broker a peace deal between FARC and Colombia’s government.


Obama Takes His Hopes for Cuba to Summit Meeting

WASHINGTON — President Obama’s push for a historic opening with Cuba faces its first major test this week as he travels to a summit meeting in Latin America, where he hopes to highlight momentum toward ending a half-century of isolation from the island nation.
Even before Mr. Obama boarded Air Force One on Wednesday, White House officials signaled that the administration was nearing a decision on whether to remove Cuba from its list of state sponsors of terrorism. That left open the possibility that he could use the Summit of the Americas in Panama to clear a major sticking point in the effort to restore diplomatic ties between Washington and Havana.
The move would pave the way for the reopening of embassies that have been closed for over 50 years, a crucial step in the easing of tensions between the United States and Cuba that Mr. Obama announced in December.
Mr. Obama will travel first to Jamaica before going to Panama for the summit meeting, which begins Friday. Cuba is attending the meeting for the first time since being expelled from the Organization of American States in 1962 at the behest of the United States. Mr. Obama and President Raúl Castro of Cuba will face each other in official meetings for the first time, interacting at summit events and on the sidelines of the gathering.
Although White House aides said no formal one-on-one meeting between the two men was scheduled, top Cuban and American officials are expected to hold talks, building on months of behind-the-scenes diplomatic negotiations. And with or without any change in the terrorism designation, the meeting will offer a stage for a powerful moment and some closely watched body language.
“When you have two countries that haven’t really spoken to each other like this in over 50 years, you have a lot of issues to work through,” said Benjamin J. Rhodes, a deputy national security adviser.
Mr. Rhodes said the State Department, which oversees the list of state sponsors of terrorism, “is likely in the final stages” of reviewing Cuba’s inclusion in it at the president’s direction.
Mr. Obama strongly suggested this week that he was inclined to remove the designation, which has limited Cuba’s access to banking services around the world and, more symbolically, relegated the nation to a rogues’ gallery that includes Iran, Sudan and Syria.

“It made no sense that the United States consistently essentially made the decision to isolate ourselves from the rest of the Americas because we were clinging to a policy that wasn’t working,” Mr. Rhodes said. “We would anticipate that this does help begin to remove a significant impediment to having a more constructive engagement in the hemisphere, because we demonstrated an openness to engage all the countries in the Americas, to include Cuba.”
Julissa Reynoso, who was a top State Department official in charge of Cuba policy from 2009 to 2012, said, “When I was involved, having one or two meetings with Cuban government officials per year was a significant event, so the fact that these folks are talking continuously is in itself an important thing.”
But Senator Jeff Flake, Republican of Arizona and a leading proponent of re-establishing ties with Cuba, said he thought that Mr. Obama would have acted by now to remove Cuba from the terrorism list. “Movement on that front would really signal that we’re pushing ahead,” Mr. Flake said in an interview, adding that the opening of embassies could not be far behind.
Ms. Reynoso, a partner at the law firm Chadbourne & Parke who is a former ambassador to Uruguay, said the Cuba opening could be a game changer for American relationships throughout Latin America.
“It’s an important historical moment for the entire region,” she said. “Folks are going to be very focused on the body language, the gestures, any form of contact” between Mr. Obama and Mr. Castro.
If Mr. Obama recommends that Cuba be removed from the terrorism list, he will have to send a report to Congress certifying that Cuba has not supported international terrorism in the last six months. Congress would have 45 days to review the removal of the designation, and it could either do nothing, in effect allowing the removal to occur, or try to block it with a joint resolution.
Cuba was first put on the list in 1982 because of its support of leftist insurgents in Latin America.

PR RESIDENTS SUE PREPA FOR FRAUD

Local residents and businesses sued Puerto Rico's Electric Power
Authority (PREPA) in federal court on Tuesday, alleging fraud
in the fuel oil procurement process that plaintiffs said resulted
in island residents being overcharged by more than $1 billion.

The lawsuit in U.S. District Court in Puerto Rico accuses PREPA,
one of the largest U.S. public utilities, of taking kickbacks to
accept millions of barrels of fuel oil from suppliers that did
not meet contract requirements or federal environmental standards.

"As a result of this scheme, PREPA overpaid its fuel suppliers
for fuel oil and passed through the entire cost of the non-
compliant fuel oil to plaintiffs," the lawsuit alleged. The
lawsuit covers oil purchases since 2002.


FAJARDO AIRPORT TO CLOSE PERMANENTLY

DORAL OFFICIAL ARRESTED FOR FRAUD

Federal authorities on Monday morning arrested a Doral Bank
official and an executive whose company contracts with the
bank on charges of financial institution fraud, misapplication
of bank funds, wire fraud and money laundering. U.S. Attorney
for the District of Puerto Rico Rosa Emilia Rodríguez announced
Monday that last week a federal grand jury returned a 30-count
indictment charging Annelise Figueroa and Rolando Rivera Solis.
The FBI is in charge of the criminal investigation,Rodríguez
said. According to the indictment, Figueroa was an employee of
Doral Bank and vice president of the Property and Facilities
Department.

In an ideal world, Puerto Rico would be bankrupt. Instead, it is sliding
toward something far more dangerous and uncertain -- and President
Barack Obama and Congress need to intervene.

On Thursday, the House Judiciary Committee is taking up a long-shot
bill to allow the island's public-sector corporations to declare bankruptcy.
Providing these protections isn’t any kind of a bailout. It will just help
Puerto Rico’s government begin to ease a debt-servicing burden that
consumes 16 percent of its budget. It will also ensure that not just the
biggest or loudest creditors get paid.

This crisis has been a long time brewing. Since 2006, Puerto Rico's
economy has contracted every year but one. Its unemployment rate of
13.7 percent is double that of the U.S. mainland; its poverty rate is twice
that of Mississippi. Meanwhile, Puerto Rico's population and tax base

and innumerable politicians and CEOs do a little “something something”
on the regular. But 70 years ago, a divorce, an abortion, or a drug addiction
could end any political career.

CUBAN MIGRANTS RESCUED FROM MONITO

The U.S. Coast Guard rescued eight Cuban migrants from Monito Island,
Puerto Rico Wednesday afternoon, following a two-day rescue effort in the
Mona Passage. Authorities said the seven men and woman were spotted
Tuesday afternoon by a Coast Guard  pilot who was on a routine patrol
in the Mona Passage. Authorities said the group was stranded at the
bottom of a 150-foot  cliff of the uninhabited island, which is a natural
reserve and serves as a bird habitat.


DUTCH TRAVELER KILLED IN HIT AND RUN


















Globetrotter
and sailor Laurens Higler, age 26, was killed this
morning on Road 3 in Guayama after being struck by a car. The
driver fled the scene after the incident.  The deceased, who was
from Holland, was stopping off in Puerto Rico during his travels
around the globe.  Police have stated that they have recovered
physical evidence which could lead them to the driver who struck
Higler.


GOVERNOR DEFENDS IVA TV MESSAGE

Gov. Alejandro García Padilla on Wednesday defended his most recent
pre-recorded televised message, in which he justified his proposed tax
reform and the 16 percent value added tax. “What this message was
about, at the end of the day, is to be  able to speak to people directly,
and there is a public purpose that is priceless,” García Padilla said in
TV interview. “We are talking about a profound transformation and
all transformations convey resistances.”


EIGHT MURDER VICTIMS IN LESS THAN A WEEK


As reported today by El Vocero, eight people were killed -- mostly in
shootings -- between Tuesday afternoon and early Friday morning.
The incidents were reported in Hato Rey, Santurce, Yabucoa, Bayamón
and San Lorenzo. This week's murders bring the total for the month to
20, five more than at this time last year. So far, 103 violent deaths have
been registered in Puerto Rico, 27 less than last year.

MOODY'S DOWNGRADES UPR BONDS

Moody's Investors Service said it downgraded $489 million of  University
of Puerto Rico University system revenue bonds to  Caa2 from Caa1 and
$73 million of educational facilities revenue bonds, 2000 Series A issued
through AFICA to Caa3 from Caa2. The outlook is negative.

The rating differential between the university system revenue bonds and
the educational facilities revenue bonds reflects the subordinate pledge
and lease structure of the educational facilities revenue bonds.


DORAL BANK GOES TO CHAPTER 11 BANKRUPTCY

Doral Financial Corp filed for Chapter 11 bankruptcy protection  on
Wednesday to wind down its remaining operations two weeks after its
Puerto Rico-based bank subsidiary was seized by regulators. Doral
Financial's bankruptcy is the latest reminder of the financial crisis on
the island, a U.S. commonwealth, which has been mired for years in
an economic slump. The bank has also been dogged by accounting
problems and an employee was recently indicted for money laundering.

Puerto Rico Debuts At SXSW

A delegation of five Puerto Rican entrepreneurs will participate
for the first time in the technological innovation event South by
Southwest (SXSW) Conferences & Festivals in Austin, Texas,
until March 17, said Francisco Chévere, executive director of the
Puerto Rico Trade and Export Co. (CCE by its Spanish initials).

"Participation in this important event is part of the work plan
outlined when the PRO-TECH program, which seeks to develop
business  ideas driven by technology, was launched last year.
This is the first time Puerto Rico officially participates as an
exhibitor, where five Puerto Rican startups, all graduates of the
Founders Institute, Puerto Rico Chapter, program will be,"
Chévere said.

Through the Founders Institute, a four-month training, or boot
camp, program was organized back in August with the partici-

BREAKING: Suspect In Laurens Higler's Death Turns Self In

A man suspected of killing Dutch globetrotter Laurens Higler
after hitting the traveler with his car and fleeing the scene has
turned himself in to police in the town of Guayama. Gerardo de
La Paz hit Higler, age 26, while the latter was riding a skateboard
along road PR-3 sometime late last Thursday. The body was found
the following morning by a local resident. Police have indicated
that no charges are being pursued against the suspect so far. De
La Paz is a Puerto Rico native who resides on the US mainland.

PR GETS 1ST INDEPENDENT GOVERNOR CANDIDATE

















Lawyer and businesswoman Alexandra Lúgaro, age 33, has declared
her intention to run for Governor of Puerto Rico in 2016 as an inde-
pendent candidate. This makes her the island's first ever gubernatorial
contender who does not belong to or publicly identify with any political
party. Lúgaro is in favor of gay marriage, abortion rights and marijuana
legalization, and has also expressed a desire to tackle issues such as
income inequality. Lúgaro is currently finishing a doctorate in Madrid
and is the founder of a student tutoring company in Puerto Rico.

LEGAL ISSUES SEEN WITH IVA RECEIPTS

The Justice Department said Monday that Puerto Rico could
be held liable if merchants are banned from separating the
value added tax from the final price of items on receipts.
“The restriction against merchants separating the IVA [the
Spanish acronym for the value-added tax] from the final
price could be challenged in the courts because it interferes
with free speech rights,” Assistant Justice Secretary Rafael
Ortiz said. The proposed tax reform measure leaves it to the
Treasury secretary to decide whether the IVA should be dis-
played separately.


14 ARRESTED, 1.1 TONS OF COCAINE SEIZED

Agents of the United Rapid Action Forces, or FURA, of the
Puerto Rican police, seized 1.1 tons of cocaine and arrested
14 Dominicans, most of whom were waiting for the drug to
arrive from a boat off the northern coast of the Caribbean island,
officials said. Puerto Rican Police Chief Jose Caldero said
the boat had sailed to the estuary of Rio Grande de Loiza river
and that the drug had a street value of some $32 million.



PUERTO RICO UNEMPLOYMENT DOWN TO 12.4%

Puerto Rico Labor Secretary Vance Thomas announced that the
unemployment rate for January stood at 12.4%, representing the
lowest figure since 2008. "Data from the recent employment survey
show that the unemployment rate adjusted for January fell to 12.4%,
making it the lowest reported since August 2008, when it was 12.2%,"
Thomas said Tuesday. He added that the rate is 1.3% lower when
compared with December 2014 (13.7%) and 2.5% down from
January 2014 (14.9%).


UPR AGUADILLA PROVIDES TAX SERVICE

it will be offering free help to low and middle-class residents
to fill their federal income tax return, Saturdays from 9 a.m.
to 1 p.m. at the campus library through April 11. The UPR-Agua-

Spanish as the VITA Center) is part of an alliance  with the

Customs and Border Protection (CBP), through its Field Operations
Office, announced Wednesday the implementation of a federal quaran-
tine order suspending imports of fruit and vegetables from the
Dominican Republic due to the Mediterranean fruit fly, or Medfly.
The U.S. Department of Agriculture (USDA), through its Animal and
Plant Health Inspection Service (APHIS) issued a federal order
(FO-2015-14) to immediately prevent entry or the introduction of
vegetables and fruits from the Dominican Republic to the U.S. to
avoid the introduction of the fruit fly, a very damaging pest.


CROWLEY ADDS FREIGHT CAPACITY FOR PR

Just as Puerto Rico businesses are starting to feel the pinch of a
slowdown in merchandise imports in the wake of Horizon Lines’ exit
from the market, maritime shipper Crowley announced Thursday the
addition of a new flat-deck barge capable of carrying up to 400 loads.
The barge is scheduled to arrive in San Juan on Monday with a full

House Speaker Jaime Perelló said Wednesday that in all probability
the value added tax would be 12 percent and not 16 percent as pro-
vided in the Tax Transformation Act legislation fi led by Gov.
Alejandro García Padilla. The Puerto Rico House of Representatives,
after listening to more than 100 agencies and individuals, is now
in the process of amending the proposed reform. The House is eva-
luating establishing different rates of the value-added tax (IVA
by its Spanish acronym), but on Wednesday Perelló said lawmakers
are leaning toward a 12 percent rate.

Nikhol Cruz Cepeda doesn’t look like a victim of child abuse. She has a wide, sparkling smile, enjoys spending time with her family and close circle of friends, and is doing well at school. Like any young teenager, she is a little shy when you first start talking to her, but she warms up quickly and is soon chatting happily about maybe working in science when she completes her studies.
Her mother, Wandalee, is a devoted single parent who works hard at her job in a busy Puerto Rico car rental agency, in order to send her 14-year-old to one of the island’s best private schools. She says she has no bigger priority than steering her daughter towards adulthood in a happy, healthy and safe environment.
It's the culture in Puerto Rico. You see a skinny baby and people will say it needs feeding up. Is that child abuse?
She sent him [to school] every day with two slices of pizza. She didn’t see that she was the one hurting him.

Puerto Rico doesn’t need an electoral process, it need an impeachment process. The time is ripe for an investigation and action, over what has been done with the people’s money over the last two years. Congress, under Art. IV, Sec. 3 of the U.S. Constitution, has the power to intervene with it: as a territory; a condition reiterated judicially by the U.S. Supreme Court.
