Puerto Rico Gov Pledges New Plebiscite on Status

Puerto Rico Gov Pledges New Plebiscite on Status

Puerto Rico Gov. Alejandro Garcia Padilla said Wednesday that he will hold a new plebiscite by 2016 to decide the future of the island's political status.
Garcia also said that his Popular Democratic Party is working on a definition for the enhanced commonwealth status it supports.
President Barack Obama's administration has pledged $2.5 million to finance a plebiscite, and the ballot would have to be approved by the U.S. attorney general before going to voters. Garcia previously said he would support a constitutional assembly to decide the U.S. territory's status if Obama did not act on the issue.
The U.S. Congress would have to approve any change in status.
Garcia promised that the upcoming plebiscite would include a variety of options.
Meanwhile, Resident Commissioner Pedro Pierluisi, the island's representative in Congress whose party supports seeking statehood for Puerto Rico, said he favors a referendum that simply asks voters if they want Puerto Rico to become a U.S. state.
"That is the easiest and most inclusive referendum we can offer," he said.
Puerto Rico held a nonbinding, two-part referendum in November 2012 that was widely criticized for being confusing. On the ballot's first question, more than 900,000 voters, or 54 percent, said they were not content with the current commonwealth status.
A second question asked voters to choose a status. Of the approximately 1.3 million voters who made a choice, nearly 800,000, or 61 percent, supported statehood. Some 437,000 backed sovereign free association and 72,560 chose independence. However, nearly 500,000 left that question blank.
Nonbinding referendums also were held in 1967, 1993 and 1998. Seeking statehood has never garnered a clear majority, and independence has never obtained more than 5 percent of the vote.

El cuento de los vividores y zombis - Por Sandra Rodríguez Cotto - El Vocero De Puerto Rico

El cuento de los vividores y zombis

BeFunky_bromaataquezombie.jpg
No tienen opciones. O a meterse droga.

The spokesman of the Health Committee of the New Progressive Party (PNP) in the House of Representatives, Gabriel Rodriguez Aguilo, today asked the secretary of the Department of Health, Ana Rius, the development of a massive and effective prevention campaign and guidance to the increasing number of cases of infection with chikungunya virus, which is taken into account as the primary medical front line in combating the consequences of this virus and urged the present administration to begin to establish partnerships with the municipalities of greater incidence and orienting impact communities and eliminating potential breeding sites of mosquito that transmits it.
"We ask the Secretary of Health, Ana Rius, take action quickly to effectively combat chikungunya virus and eradicate mosquito, Aedes aegypti and Aedes albopictus who propagate it," Rodriguez Aguiló.
Chikungunya is a viral disease transmitted to humans by infected mosquitoes to chikungunya virus. The mosquitoes involved are Aedes aegypti and Aedes albopictus. The disease was first described during an outbreak in southern Tanzania in 1952, and currently has been identified in Asia, Africa, Europe and, since late 2013, in the Americas. Symptoms usually begin 4-8 days after the bite of mosquitoes, but can occur at any time between day 2 and day 12. The most common symptom is a sudden onset of fever, often accompanied by joint pain . Other symptoms include muscle pain, headache, nausea, fatigue and rash. Severe joint pain usually lasts a few days, but may persist for months or even years. Serious complications are rare, but in older people, the disease can contribute to the cause of death. There is no vaccine or antiviral treatment for chikungunya. Treatment focuses on relieving symptoms.
"The Department of Health should implement a massive campaign to provide the people of Puerto Rico the necessary guidance in coordination with municipalities, primary care physicians, community leaders while should pay close attention to the beginning of classes approaches to avoid spreading the virus to thousands of students and their families, teachers, and additional staff working on school campuses during the summer holidays these educational structures has not been given the maintenance required to prevent mosquito breeding it will spread, "he added.
"The secretary of health can not be expected to have more deaths to take corrective actions such as the implementation of this massive campaign of prevention, especially when this virus could be a danger to the lives of older people living alone and do not have the resources needed to obtain the necessary treatment in case of contracting this dangerous virus, "the former vice president of the House of Representatives.

Puerto Rico Commission on Civil Rights

The Puerto Rico Commission on Civil Rights (SpanishComisión de Derechos Civiles de Puerto Rico) is an official entity within the Legislative Assembly of the government of Puerto Rico, charged with investigating violations of citizens' civil rights. Its five members are appointed by the Governor of Puerto Rico, subject to the advice and consent of the Senate of Puerto Rico. Created in 1965 under Governor Roberto Sánchez Vilella, it was originally an independent agency under the Puerto Rico Department of Justice. In 1996, during former governor Pedro Rosselló's administration, it was made a part of the Legislative Branch.
It is empowered to educate citizens about their civil rights, investigate alleged civil rights violations, and carry out studies and investigations. The 1996 amendments to its organic law also empowers it to appear as amicus curiae in court cases that it deems may have an important effect on civil rights in Puerto Rico.
It also annually selects the recipients of the Thurgood Marshall Award, an initiative of current Senate President Kenneth McClintock, which recognizes the commitment to civil rights of one law student from each of Puerto Rico's four law schools.
Many prominent Puerto Ricans have served over the years as members of the Commission, including former Sen. Luis Muñoz Rivera (senator), newspaper publisher Antonio Luis Ferré and formerResident Commissioner Baltasar Corrada del Río.
Its current members, appointed to a six-year term, include its Chair, Dr. Palmira N. Ríos González, attorneys Héctor Pérez, José Irizarry Yordán and René Pinto Lugo and Dr. Nelson Colón Tarrats.
In spite of complaints that it is chronically underfunded, the Puerto Rico Civil Rights Commission has had a significant influence in Puerto Rico's government operations.
