Thousands of protesters in Puerto Rico have clashed with riot police, as volleys of teargas and rubber bullets were used to disperse a mostly peaceful protest that descended into chaos just yards from the governor’s residence in San Juan.
The capital has seen days of sustained protest following a leak of hundreds of pages of text messages, many including homophobic and misogynistic slurs, between the Puerto Rico governor, Ricardo Rosselló, and 11 members of his inner circle. A number of people in Rosselló’s administration have quit after the leak, but the governor has refused to tender his resignation despite continuing violence on the streets.

Puerto Rico is braced for more massive protests as the US territory’s governor, Ricardo Rosselló, clings to power despite resigning as president of the ruling New Progressive Party on Sunday and announcing he will not run for re-election next year.
Hundreds of thousands will take part in a general strike across the island on Monday as protesters plan to flood one of the island’s busiest highways. Demonstrations demanding Rosselló’s resignation have gripped the island since hundreds of pages of leaked text messages between the governor and 11 members of his inner circle were published on 13 July.

Two Thirds of Americans Want Statehood for Puerto Rico

Gallup has released a new poll on Americans’ opinions on Puerto Rico statehood. The message is very clear: 66% of Americans favor statehood for Puerto Rico.
Gallup has been asking this question for years. In 1963, 65% of Americans favored statehood for Puerto Rico, and this has been the majority position ever since.
Some groups of Americans are stronger supporters than others. Notably, 80% of people ages 18 to 29 support Puerto Rico statehood, indicating that statehood support on the mainland is poised to grow in the future.
In addition, Gallup found that 74% of nonwhites are in favor of statehood, as are 63% of whites.
Among Democrats, 83% said they support statehood for Puerto Rico.  Republicans answering the Gallup poll were split 45% for and 48% against.  In its narrative, Gallup explains that “Just before Gallup put this latest poll into the field, Republican Senate Majority Leader Mitch McConnell (R-KY) said that admitting Puerto Rico and Washington, D.C., as U.S. states would amount to ‘full-bore socialism’.”
In fact, McConnell’s “full-bore socialism” comment referred to several Democratic political positions and not necessarily to statehood. McConnell has previously claimed that House Democrats have a socialist agenda.
Second, Gallup mentioned that President’s Trump said he was an “absolute no” on statehood for Puerto Rico. However, the context makes a big difference to that claim as well.
The remark in question was from an interview with Geraldo Rivera, in which Trump said, “I will tell you this, with the mayor of San Juan as bad as she is, and as incompetent as she is, Puerto Rico shouldn’t be talking about statehood until they get some people that really know what they’re doing… And if you have good leadership, Geraldo, that certainly could be something they talk about. But with people like that involved in Puerto Rico, I would be an absolute no.”
Taken in its entirety, the “absolute no” appears to be related to President Trump’s feud with Carmen Yulín Cruz, the Mayor of San Juan. The president might have a very different opinion on statehood for Puerto Rico with different leadership on the Island.
In fact, Mr. Trump has made just one official statement on Puerto Rico, which he issued as a candidate. “There are 3.7 million American citizens living in Puerto Rico,” begins the statement, “[a]s citizens, they should be entitled to determine for themselves their political status.”
Republicans, including Republican presidents, have long supported statehood for Puerto Rico. The current Resident Commissioner of Puerto Rico, the territory’s only representative in the U.S. Congress, is herself a Republican, as Puerto Rico’s Senate President Thomas Rivera Schatz and Speaker of the House Carlos Johnny Méndez.
Gallup concludes: “Puerto Rico’s status has been debated for decades both among Puerto Ricans themselves and mainland Americans, who haven’t seen a new state admitted in 60 years. What Puerto Rico shares with the 49th and 50th states is that Americans have repeatedly expressed support for its statehood over time, as was the case when Gallup polled on the prospect of admitting Alaska and Hawaii in the 1940s and ’50s.”

The first round of the Democratic primary debates

 over and candidates had the opportunity to outline their platforms and voice their policy priorities to the nation, but Puerto Rico’s status as a U.S. territory and plans and hopes for the future has not yet entered the discussion.
While popular issues relating to the economy, healthcare and climate change pose significant importance to Puerto Rico, the debate over the island’s political status continues to define its policy objectives and political affiliations.
Of the 22 Democratic candidates, there are two primary
positions:

 those who are pro-statehood and those who are noncommittal.  Candidates in the non-committal camp tend to claim that they are waiting for greater clarity for Puerto Ricans about their preference, not recognizing the many plebiscites held over the years that demonstrated support for statehood, the clear rejection of the status quo, and general confusion over a “Commonwealth” option that many in Puerto Rico have sought to include on plebiscite ballots despite their widespread rejection by federal officials due to Constitutionaland other reasons.

Pro-Statehood:

Governor Jay Inslee (WA) – I’ve always supported statehood for Puerto Rico and DC. People have got to have representation.”
Former Representative Beto O’Rourke (TX) – “They are fellow citizens. The only way I see for ourselves to solve the problem of a second class status for the citizens of Puerto Rico is to ensure that they are a state, (that) they have two senators who can vote and fight each day for their rights and protections.”
Entrepreneur Andrew Yang (NY) – “Puerto Rico should be a state–they function as one right now without the political rights and bankruptcy protection. We must not only offer them political equality, but help them rebuild their economy and infrastructure–it will take time but that’s what Americans do.”
Miramar Mayor Wayne Messam (FL) – “The people of Puerto Rico have overwhelmingly voted to become a state. There is no good reason for them to continue to be treated as second-class citizens.”
Representative Seth Moulton (MA) – Moulton’s campaign website calls for “giving all Americans representation by granting statehood to Puerto Rico and D.C.”
Representative Tulsi Gabbard (HI) – In 2015, Rep. Gabbard cosponsored H.R. 727, Puerto Rico Statehood Admission Process Act, but she has made no public statements on the issue.
Representative Tim Ryan (OH) – In 2015, Rep. Ryan cosponsored H.R. 727, Puerto Rico Statehood Admission Process Act, but he has made no public statements on the issue.
New York City Mayor Bill de Blasio (NY), Former Representative John Delaney (MD) andSpiritual Author Marianne Williamson (TX) – All three candidates support statehood for Puerto Rico, according to the Washington Post.

Waiting for a Stronger Expression of  Support from Puerto Rico before Endorsing Statehood:

Senator Bernie Sanders (VT) – “There must be a U.S. congressionally-sanctioned and binding referendum where the Puerto Rican people would be able to decide on whether to become a state, an independent country, or to reform the current Commonwealth agreement. This issue should be decided by the Puerto Rican people.”
Senator Elizabeth Warren (MA) – “Whatever Puerto Rico decides to do, we respect the will of the Puerto Rican people to determine what is to their own best advantage, tax status, etc. If Puerto Rico favors U.S. statehood, we, as American citizens, would happily welcome Puerto Rico as the 51st state, with open arms and open hearts.”
Governor Steve Bullock (MT) – “This decision should be left to Puerto Ricans to decide,” Bullock told The Post. “I support the right of Puerto Rico’s residents to decide for themselves their future relationship with the United States.”
South Bend Mayor Pete Buttigieg (IN) – “If they want it.”
Former Secretary of Housing Julian Castro (TX) – “Our nation succeeds when more Americans can participate in democracy. Important first steps: Eliminate Electoral College…DC statehood & self-determination for Puerto Rico.”
Senators Michael Bennet (CO), Cory Booker (NJ), Kirsten Gillibrand (NY), Amy Klobuchar (MN) andFormer Governor John Hickenlooper (CO) – They all support allowing Puerto Ricans to choose whether they want to join the union, according to the Washington Post.
Former Vice President Joe Biden (DE) – “I have always found Puerto Rico’s current political status as something very bizarre. My word of advice to you, and all Puerto Ricans, is that you continue to fight hard until you reach your goal of equality, and we shall act.”
SenatorKamala Harris (CA) has not revealed a position on statehood for Puerto Rico.
What Do Polls Tell Us about Puerto Rico Status?

Gallup released a poll of Americans across the nation last week showing that nearly two thirds of respondents support statehood for Puerto Rico. Their findings confirm a trend seen in other polls. Stateside Americans are ready for the 51st state — and they want Puerto Rico in that spot.
What about Puerto Ricans? Three 2019 polls canvassed the population on the Island, in New York, and in Florida, the state with the largest Puerto Rican population.

Puerto Rican voters in Florida

As initially reported in Politico, 81% of Florida voters of Puerto Rican heritage favored statehood for Puerto Rico in an April 2019 poll, compared with 12% who said they did not support statehood.
83% said the issue was very important to them in the context of their 2020 votes. Only 3% said it was not important at all. 85% said that Congress should take action on the results of a Yes/No vote on statehood in Puerto Rico, such as the votes that Hawaii and Alaska held before they became States.
Asked about the reasons Puerto Rico is currently suffering an economic crisis, 57% agreed with this statement:
Puerto Rico’s status as a Commonwealth and not a U.S. State is the underlying cause for the Island’s current crisis and living conditions.
66% agreed with this statement:
The current crisis in Puerto Rico is the culmination of decades of Congressional neglect. Congress has never offered Puerto Ricans the same rights or opportunities to succeed as other citizens.
71% agreed with this statement:
Corruption and incompetence of all Puerto Rican governments is to blame for the current crisis in Puerto Rico.
While respondents identified themselves as both Democrats and Republicans, almost half said they were not committed to either party.

Puerto Rican voters in New York

As first reported in a May 22 Politico New York story by Sally Goldenberg (“Puerto Ricans in New York overwhelmingly support Statehood, New Poll Finds”), two thirds of New York voters of Puerto Rican heritage favored statehood while 24% were opposed.
Support for statehood was strong across party lines: 65% of Democrats, 78% of
Republicans, and 67% of Independent Puerto Rican voters back U.S. statehood for Puerto Rico.
Respondents strongly supported a Yes/No vote on political status on the Island, and 75% would support statehood if Puerto Rico voters once again choose statehood.
Like Florida’s Puerto Rican voters, those in New York also consider 2020 candidates’ views on Puerto Rico important when they think about their vote. 70% said they would be more likely to support a candidate who aggressively works toward statehood for Puerto Rico.
“Puerto Ricans on the mainland want statehood, are ready to hold an election, and think Congress should respect the outcome and the will of the voters on the Island,” researchers concluded.

A July 14 survey held in Puerto Rico found that 61% of respondents favor statehood, and 71% identified the status question as “extremely” or “very” important, compared with just 4% who said it was not important at all.
Other issues were identified as important by respondents as well:
  • 91% said that keeping U.S. citizenship is important to them.
  • 94% said that equal treatment by the federal government is important. 82% believe that the government does not currently treat Puerto Rico equally.
Respondents also identified problems they felt would be improved by statehood.
  • 60% thought statehood would help with political corruption.
  • 71% thought it would help create jobs.
  • 69% believe it would improve the economy.
  • 64% expect it would help with crime and drug abuse.
  • 74% believe education would be improved.
  • 69% thought statehood would improve power and water.
  • 50% thought it would keep taxes down.
  • 68% felt statehood would create a better future for Puerto Rico.
  • 71% thought disaster recovery would be easier under statehood.
  • 66% believe it would improve government support for families.
