Republican Party (Puerto Rico) - Wikipedia, the free encyclopedia

The Republican Party (SpanishPartido Republicano) is a political party in Puerto Rico, and the affiliate of the national Republican Party of United States. The party supports statehood for the island. Carlos Méndez, the Mayor of Aguadilla, is the local chairman and the party is based in San Juan, Puerto Rico.

Once the Spanish-American War ended in 1898, a wing of the Autonomist Party, an old party from Spanish colonial times, founded The Republican Party on July 4, 1899. This new party favored joining the United States as a federated state and was led by Dr. José Celso Barbosa. The party was ideologically conservative and was seen as representing the island's large sugar industry.
In 1924 the party split into two factions. One faction joined with the Union Party to form the Alianza(The Alliance), a pro-autonomy group. The other faction, renaming itself the Pure Republican Party, joined with the Socialist Party to form the pro-statehood Coalición (The Coalition).
In 1932, part of the Alianza returned to the Pure Republican Party, and the party was renamed theRepublican Union. The Republican Union eventually dissolved in the 1930s and became the Puerto Rican Republican Party.
In 1967 a split in the Republican Statehood Party between leaders Miguel A. García Méndez and Luis A. Ferré over the 1967 status plebiscite led to the formation of the New Progressive Party (NPP). The division caused the Republican Statehood Party to be dissolved after the 1968 elections when it did not poll the number of votes necessary to retain its party registration. The New Progressive Party went on to win the 1968 elections.
The Republican Party nowadays effectively functions as the conservative wing of the PNP. Luis Fortuño was re-elected by the Republican Party of Puerto Rico's General Assembly to continue serving as National Committeeman, a position he has held since 2001. He won reelection as National Committeeman in the GOP convention held on May 20, 2007 in Yauco, Puerto Rico.

The Puerto Rico Democratic Party is the local branch of the Democratic Party in the Commonwealth of Puerto Rico. Party membership consists of supporters of both the current Commonwealth status and those who favor statehood for Puerto Rico.

Leaders[edit]

The party's local chairman is Hon. Roberto Prats, its vice chair is Luisette Cabanas and its executive director is Liza M. Ortiz-Camacho.[1]

Membership[edit]

Participation in Puerto Rico's delegate selection process is open those who wish to participate as Democrats and participants may not take part in any other party's Presidential Nominating process. Individuals who wish to participate in the Senate District Caucuses must register with the State Party's local committee.[2]
Sixty of 67 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of local committet Senate District Caucuses. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the senatorial district or islandwide level.[2]
Forty district delegates are proportionally pledged to presidential contenders by local Puerto Rico Senatorial districts. As of 1 July 2011 the proportions were as follows:[2]
  • District 1 San Juan: 4
  • District 2 Bayamón: 5
  • District 3 Arecibo: 4
  • District 4 Mayagüez: 4
  • District 5 Ponce: 4
  • District 6 Guayama: 4
  • District 7 Humacao: 4
  • District 8 Carolina: 4
In addition, 13 at-large and 7 Pledged Party Leaders and Elected Officials (PLEOs) delegates are pledged to presidential contenders based on the presidential preferences of the 40 district level delegates as pledged by the Senate District Caucuses. Hence, the National Convention District delegates are pledged from the preferences expressed at the Caucuses while the National Convention statewide delegates are pledged using the preferences of the National Convention District delegates.[2]

Youth activities[edit]

The Young Democrats of America (YDA), Puerto Rico Chapter, is the official youth branch of the Puerto Rico Democratic Party. The current National Committeeman of YDA, Francisco Domenech, is the first Puerto Rican elected to his current position and also serves as a member of the DNCalongside state Chairman Roberto Pratts and Secretary of State Kenneth McClintock.[3]

    Two specialists in the field of unmanned aerial vehicles debunk five myths surrounding one of the most hotly debated technologies today.
    From fevered predictions in the 1890s that bicycles would disrupt the family unit to widespread rumors in the 1990s warning of the Internet’s imminent collapse, skepticism and misinformation invariably greet the emergence of new technologies. Today, flying drones elicit both curiosity and trepidation from numerous quarters. Some foresee squadrons of drones darkening the sky, buzzing about like swarms of locusts. Others harbor concerns about privacy. Everyone, it seems, looks to Washington for some type of regulatory framework to address these and other concerns.
    Speaking at the 2014 SXSW conference in Austin, Texas, two specialists in drone technology—Samra Kasim and Matt Caccavale, who as fellows in Deloitte Consulting LLP’s GovLab program study the effects of disruptive trends—attempted to cut through the fog of misinformation by debunking the following five myths surrounding unmanned aerial vehicles (UAVs):
    Myth 1: All drones are created equal. It is easy for the public to equate the terms UAV or drone with the iconic Predator or Global Hawk airframes used in military missions. In reality, these large airframes make up less than a quarter of the U.S. government’s publicly disclosed drone fleet. In fact, it is the small UAV (sUAV) that is driving much of the growth in the drone industry. Common small airframes, like the Parrot or the DJI Phantom, are significantly less expensive, can weigh as little as five pounds, and can be built with off-the-shelf software and hardware.
    Myth 2: The United States is the only country using UAVs. While many popular UAV airframes are produced by U.S. manufacturers, the United States lags other nations in deploying unmanned aircraft for commercial purposes. Japan and Australia have used UAVs for precision agriculture since the 1990s. In fact, the Association of Unmanned Vehicle Systems International (AUVSI) boasts members from France, Germany, and the U.K., among other nations. The recent Drone Census conducted byDroneU found 81 do-it-yourself drone associations, 21 of which are based outside the U.S.
    Myth 3: Drones will fill the sky. Frequent media reports claim that 30,000 UAVs will be operating in domestic airspace by 2020. Out of context, such a figure seems immense, but consider this: The U.S. national airspace averages nearly 87,000 flights per day; the skies are already “filled” with planes. A more nuanced look at the use cases for UAVs indicates that many small unmanned aerial vehicles (sUAVs) will not operate in our skies, but indoors. Researchers are developing navigation systems that will allow sUAVs to conduct indoor operations such as inspecting large construction projects or managing a warehouse. Indoor sUAVs are also benefitting from rapid technological advancements because indoor airspace does not need Federal Aviation Administration (FAA) approval or oversight, allowing experimentation and development by entrepreneurs, academics, and hobbyists.
    Myth 4: The federal government lacks a plan to integrate domestic UAVs. As drones have an increasing presence in our national airspace, the FAA is taking strategic steps to ensure their safety. Recently released FAA documents such as the UAS road map outline the FAA’s strategy and timeline for integrating UAVs in the national airspace system. The road map reflects a conservative and calculated outlook, with the FAA and the Department of Transportation adopting a cautious approachthat places significant emphasis on R&D, testing, rulemaking, and technology development. Recent events, such as a ruling in the administrative proceeding FAA v. Pirker invalidating the FAA’s fine against a drone operator, have brought the issue of drones for commercial use to the fore.
    Myth 5: Drones will erode privacy. Given that some drones feature high-definition cameras, GPS, and advanced sensors, concern over privacy issues is understandable. However, there is a healthy debate taking place about the constitutional use of UAVs under the Fourth Amendment. As a result, the FAA, courts, and legislatures around the country are considering how to protect privacy while enabling the growth of technology and looking to precedent. For example, major decisions in court cases such as Kyllo vs. United States, which considered whether a warrant was required to use a thermal imaging device from a public spot to view someone’s home, may inform how privacy issues will be addressed in the age of UAVs.
