Firme en sus prioridades el PNP
The president of the New Progressive Party (PNP), Pedro Pierluisi announced that power, status and public finances will be the priority of the community in this legislative session.

El presidente del Partido Nuevo Progresista (PNP), Pedro Pierluisi, anunció que la energía, el status y las finanzas públicas serán la prioridad de la colectividad en esta sesión legislativa.
Pierluisi hizo el anuncio ayer al terminar la cuarta Conferencia Legislativa de la Palma en lo que va de año.
El también comisionado residente cuestionó que la Autoridad de Energía Eléctrica (AEE) llegara a un acuerdo con la banca y los bonistas pero “al día de hoy sea todo un misterio”.
“¿Dónde está el acuerdo? ¿Qué dispone? ¿Qué poderes va tener este oficial de restructuración? Todo eso es un misterio y no debe ser así”, cuestionó el líder de la Palma.
Dijo además que es preocupante que la administración de Alejandro García Padilla no haya anunciado cómo atenderá los nuevos parámetros de eficiencia en la AEE sobre la calidad de aire (MATS, por sus siglas en inglés) que exponen a la corporación pública a multas diarias de $250 mil si no cumplen con los parámetros federales.
Pierluisi informó además que la Conferencia Legislativa acordó que de presentar algún proyecto de status sería “de forma colectiva” y no proyectos individuales. El líder del PNP dijo que la colectividad todavía no ha decidido si presentará legislación porque esperan que el Partido Popular Democrático (PPD) termine su discusión interna sobre la fórmula de status que promoverá.
“Hacemos esto porque vemos que hay claras divisiones en el PPD, así que este no es momento para nosotros estar atendiendo este tema sino más bien reiterar que todos apoyamos la estadidad”, sentenció.
“No hay que adelantarnos a los eventos, cuando tengamos una propuesta concreta y que se pueda entender de parte del liderato del PPD entonces reaccionamos”, agregó el líder de la Palma rodeado de gran parte de los legisladores de Cámara y Senado.
Al mismo tiempo, el también comisionado residente dijo que su colectividad estará pendiente de la reforma contributiva que se propone presentar el PPD porque el País “no aguanta un impuesto adicional”.
La portavoz del PNP en la Cámara, Jenniffer González, reclamó que constantemente su delegación presenta legislación que es engavetada o copiada por miembros del PPD.
“Muchos de los proyectos son copiados por los legisladores del PPD y luego los radican como si fueran de ellos”, aseguró la expresidenta de la Cámara.
Pierluisi dijo que el 74 por ciento de los proyectos aprobados en la Cámara de Representantes contó con el voto del PNP. “Nosotros estamos actuando de buena fe, pero haremos críticas constructivas siempre que veamos que un proyecto no es bueno”, concluyó el líder de la Palma.

WICHITA, Kansas, EE.UU. (AP) — El senador republicano Pat Roberts culpó el lunes a organizaciones de tráfico de drogas de la reciente avalancha de niños centroamericanos inmigrantes, ya que, a decir suyo, los cárteles han propagado información falsa respecto al programa que protege de la deportación a menores de edad como un atractivo para tener más gente en Estados Unidos que trabaje en sus operaciones de narcotráfico.
Roberts aseveró lo anterior en la convención anual de la Asociación Independiente de Petróleo y Gas de Kansas después que un miembro de la audiencia sugirió a la delegación congresional del estado que los republicanos tengan una "política más flexible" sobre inmigración si quieren hacer avanzar el resto de su agenda conservadora.
El senador federal de Kansas explicó en una entrevista más adelante que él no se estaba refiriendo a todos los 66.000 inmigrantes de Centroamérica que han creado una crisis en la frontera de Texas, sino "a mucha gente" de 16 años y de hasta aproximadamente 22 que están viniendo con esa afluencia.
"Ellos se convierten en las llamadas mulas para expandir sus operaciones de drogas en Estados Unidos", dijo Roberts.
Señaló que fueron los cárteles del narcotráfico en esas naciones centroamericanas los que propagaron la información falsa de que se permitiría a los niños inmigrantes permanecer en Estados Unidos bajo la directriz de hace dos años del presidente Barack Obama, conocida como DACA, la cual suspendió deportaciones y garantizó permiso de trabajo a ciertos inmigrantes que fueron traídos al país ilegalmente siendo menores de edad.
Al ser presionado sobre si tenía pruebas o bases para sus afirmaciones, Roberts respondió que era "del dominio público" y que los gobiernos de esos países centroamericanos dijeron a Estados Unidos que la desinformación fue un esfuerzo de los cárteles de las drogas.
"Ellos emitieron mucha información que simplemente no era correcta; fue un señuelo para que la gente abandonara naciones que están desgarradas por la guerra y en donde la gente no cree que exista una oportunidad de prosperar", agregó.
Roberts citó además cálculos de que la cifra de inmigrantes centroamericanos crecerá a 100.000 si Estados Unidos no atiende el asunto.
"Es un problema humanitario, es un problema fronterizo y es un problema delictivo en lo que respecta a los cárteles de drogas; todo sintetizado en uno", señaló. "Una situación muy difícil".
La representante federal Lynn Jenkins, también una republicana de Kansas, dijo a la audiencia en la convención que la iniciativa de ley integral de inmigración aprobada por el Senado era "simplemente inaceptable" en la cámara baja porque parecía una amnistía. La Cámara de Representantes consideró entonces tomar un enfoque segmentado con respecto a la inmigración, comenzando con asegurar la frontera primero, y los republicanos tuvieron una "discusión de familia" sobre la materia a inicios de este año, agregó la legisladora.
"Lo que resultó es que decidimos no proseguir esa agenda porque existe un déficit de confianza en Washington", dijo Jenkins. "Nosotros aprobamos leyes, nosotros no aprobamos sugerencias y después observamos a este gobierno reescribir leyes... Nosotros podríamos aprobar la más perfecta y blindada ley de inmigración que pensamos la mayoría de los residentes de Kansas y estadounidenses apoyarían, pero ¿saben qué?, el tipo en la Casa Blanca simplemente haría algo completamente diferente".
Obama anunció en junio que los esfuerzos del Congreso para remodelar el disfuncional sistema de inmigración del país estaban muertos y que él procedería con base en su propia autoridad para arreglar el sistema donde pudiera.

Prof. Alice Pousada of the University of Puerto Rico, Rio Pedras, shares a timeline of Puerto Rico’s history as a bilingual territory.
As the timeline makes clear, Puerto Rico’s history of language use is not simple. We do not see a smooth progression from a monolingual society to a bilingual one, nor a successful rejection of a second language imposed upon the people. Instead we see Spanish and English rising and falling in education and in public life, mirroring political change.
Dr. Pousada suggests that this complex history both reflects and affects attitudes toward the two languages in Puerto Rico.
Puerto Rico has about the same proportion of bilinguals as the mainland United States, roughly 20%. However, English words are more widely used by Spanish speakers in Puerto Rico than in Spain or in Mexico City, according to a study conducted by linguist Humberto Lopez Morales. Studies of the number of Spanish words used by English speakers in the U.S. in comparison with the UK or Australia have not been conducted.
Gov. Luis Fortuno announced in 2012 a plan to make Puerto Rico fully bilingual by 2022. The current governor, who is not comfortable in English, appears to have dropped the plan. 2
012 was the same year in which U.S. presidential hopeful Rick Santorum made a faux pas by claiming falsely that Puerto Rico would have to make English its official language in order to achieve statehood. Not only was it not true that States must have English as an official language, as the United States does not have an official language, but Puerto Rico actually already has English as an official language.
Further, the U.S. House of Representatives has twice rejected amendments that would have purported to require the exclusive use of English by a State of Puerto Rico, in 1998 in a Republican-controlled House and in 2010 in a Democratic majority House. In both instances, a majority of the House substituted a provision calling for increased English language education in Puerto Rico.
These recent events suggest that the story of bilingualism in Puerto Rico is still being written. In the 21st century, however, circumstances have changed. The average person in the world now speaks 1.5 languages; remove the monolingual speakers of English and Chinese and it is clear that most of the rest of the world is bilingual. Bilingualism has significant benefits for the individuals who know more than one language and also the society made up of these individuals.
The United States is the last holdout using imperial measurements instead of the metric system, and is one of the last holdouts of monolingualism as well. Perhaps Puerto Rico can lead the way toward correcting this.

Un grupo de 49 personas fue detenido la madrugada de este domingo por la armada de la República Dominicana cuando intentó viajar de manera ilegal a Puerto Rico a bordo de una embarcación que supuestamente procedía de esa nación para transportarlos.
La detención de las personas de nacionalidad dominicana se produjo en Playa Grande, del municipio Cabrera de Nagua, provincia María Trinidad Sánchez (región noreste).
Entre los frustrados viajeros hay 29 hombres y 20 mujeres, de acuerdo con un comunicado de prensa de la armada dominicana.
La nave donde los viajeros indocumentados pretendían realizar la travesía procedía desde Puerto Rico, cuyos tripulantes, al momento de notar la presencia de miembros de la institución (antigua Marina de Guerra), emprendieron la huida con rumbo hasta el momento desconocido.
La Armada informó que varias unidades navales se mantienen realizando la búsqueda en alta mar, con el objetivo de interceptar dicha embarcación.
Con relación a los detenidos, fueron trasladados a las instalaciones del destacamento del municipio de Cabrera.

Puerto Rico Governor Alejandro Garcia Padilla became the first Caribbean leader to perform the ALS Ice Bucket Challenge on Sunday.
The challenge sees participants dump buckets of cold ice water over their heads in an effort to raise awareness for the neurodegenerative disease. Those who perform the challenge the nominate others to do the same, and Garcia Padilla nominated Puerto Rican music star Ricky Martin and Puerto Rican lawmaker Jaime Perello Borras.
The ice bucket campaign has been among the most successful internet charity campaigns in history.
It has been taking the Internet by storm, and Garcia Padilla pitched in himself on Sunday with help from a local firefighting station in Puerto Rico.

Prof. Alice Pousada of the University of Puerto Rico, Rio Pedras, shares a timeline of Puerto Rico’s history as a bilingual territory.
As the timeline makes clear, Puerto Rico’s history of language use is not simple. We do not see a smooth progression from a monolingual society to a bilingual one, nor a successful rejection of a second language imposed upon the people. Instead we see Spanish and English rising and falling in education and in public life, mirroring political change.
Dr. Pousada suggests that this complex history both reflects and affects attitudes toward the two languages in Puerto Rico.
Puerto Rico has about the same proportion of bilinguals as the mainland United States, roughly 20%. However, English words are more widely used by Spanish speakers in Puerto Rico than in Spain or in Mexico City, according to a study conducted by linguist Humberto Lopez Morales. Studies of the number of Spanish words used by English speakers in the U.S. in comparison with the UK or Australia have not been conducted.
Gov. Luis Fortuno announced in 2012 a plan to make Puerto Rico fully bilingual by 2022. The current governor, who is not comfortable in English, appears to have dropped the plan. 2
012 was the same year in which U.S. presidential hopeful Rick Santorum made a faux pas by claiming falsely that Puerto Rico would have to make English its official language in order to achieve statehood. Not only was it not true that States must have English as an official language, as the United States does not have an official language, but Puerto Rico actually already has English as an official language.
Further, the U.S. House of Representatives has twice rejected amendments that would have purported to require the exclusive use of English by a State of Puerto Rico, in 1998 in a Republican-controlled House and in 2010 in a Democratic majority House. In both instances, a majority of the House substituted a provision calling for increased English language education in Puerto Rico.
These recent events suggest that the story of bilingualism in Puerto Rico is still being written. In the 21st century, however, circumstances have changed. The average person in the world now speaks 1.5 languages; remove the monolingual speakers of English and Chinese and it is clear that most of the rest of the world is bilingual. Bilingualism has significant benefits for the individuals who know more than one language and also the society made up of these individuals.
The United States is the last holdout using imperial measurements instead of the metric system, and is one of the last holdouts of monolingualism as well. Perhaps Puerto Rico can lead the way toward correcting this.
