It seems to me that the criminal charges against Julia Keleher are politically motivated by the intense hate for her and her reforms on the part of the Leftist PR Teachers Union, representing the profession, that in the local patriarchal conditions, became retrograde, selfish, petty, vindictive, poorly educated, unwilling to work well but feeling quite entitled. 

The press and her own reports present this version as the explanation, and convincingly enough. 

“However, this alleged fraud actually has more to do with policies of reducing public school funding in favor of private and charter schools, a shift made popular by Education Secretary Betsy DeVos.”

The case against her appears to be manufactured, at least in part; and I would like to know HOW, BY WHOM, and WHY, for what purposes. The wire fraud statutes are well known to be interpreted over-broadly by the investigators and the prosecutors, and they might simply serve as the pretexts.  

It is a big question if this case will stand in the Court of Law, and if it can and should be tried in Puerto Rico due to the obvious prejudicial political bias, and also if the jury selection will be adequate. 


This case should and will be watched very closely! 


It is also a question, and it might become the big question, if the FBI uses this situation to put the legal pressure on Ms. Keleher, and to try to extract and extort from her, as their habit usually is, some damaging and/or compromising information on Governor Rossello. 

Investigate the Investigators, the FBI, and the Prosecutors in this case!

Yesterday, the former education secretary of Puerto Rico, Julia Keleher, returned to the island to stand trial after being arrested by the FBI on July 10th on fraud charges. Specifically, she and a government official in the insurance sector have been charged with using their government positions and connections to misdirect federal funding and award bloated, fraudulent contracts to their personal connections (several of whom were also arrested on the 10th). Some see this as vindication for the Trump administration, which has cited potential misuse of funds as one of their reasons for repeatedly trying to hold back much-needed funds, most recently funding for food stamps.

However, this alleged fraud actually has more to do with policies of reducing public school funding in favor of private and charter schools, a shift made popular by Education Secretary Betsy DeVos.

This scandal comes as a shock to many, but those who have been paying close attention to Keleher’s salary and budgeting, as well as the state of education in Puerto Rico during her two-year tenure, saw her arrest as a vindication of what they have been protesting throughout her time in office. Keleher assumed the responsibilities of Puerto Rico’s education secretary in early 2017. There was immediate controversy over her salary— at $250,000 annually, she was already Puerto Rico’s highest-paid public official, earning ten times more than the average Puerto Rican teacher, three times more than Puerto Rico governor Ricardo Roselló, and 25% more than Secretary DeVos. She maintained this salary even after Hurricane Maria—in fact, she attempted to use a foundation’s donation to the Puerto Rican education system to raise it to $400,000, the same salary as the US President. In the wake of Hurricane Maria, she had to spearhead the education-related relief efforts. Keleher used this tragedy as an opportunity to try her own plans to redesign Puerto Rico’s school system. She led wide-scale education reform efforts and referred to the island’s education system as a ‘laboratory’ to test the DeVos model, as she pushed to adopt private school vouchers and charter schools while closing hundreds of public schools. While schools were struggling to recover from the hurricane, Kelleher worked to permanently close over 20% of them—263 public schools were shut down during her time as education secretary. Because of these closures, 5,000 teachers lost their jobs and 75,000 students were displaced.
All of this led to protests on local, national and international scales. In March 2018, thousands of educators marched to the capitol in protest of the voucher and charter school program. On twitter, critics started the hashtag “#JuliaGoHome” in order to publicly decry her unjust policies. In April of 2019, after she had resigned, Keleher attended an education conference at Yale to speak about leadership. At the conference, a student circulated a letter about the shortcomings and negative repercussions of Keleher’s so-called “reform” efforts. After her arrest, both of the island’s teachers’ unions issued statements that they felt vindicated in their longstanding disagreements with and protests against Keleher and her policies. One of these unions, the Asociación de Maestros de Puerto Rico (AMPR) had filed a lawsuit in April of last year to protest Keleher’s reforms, arguing that “the new law and separate fiscal reforms will cost teachers jobs, hurt students, and dismember the island’s public education system.” By that point, 179 schools had already been closed, and 263 would soon face the same fate.
After her resignation, Keleher published an opinion piece in the education news site Chalkbeat, where she speaks compellingly about the immense need in PR: students lack basic supplies like pencils and notebooks and suffer from PTSD, hunger, and lack of sleep. She then says “The truth is there were simply not enough resources available. Every year, as we prepared the agency budget request, I found myself frustrated by funding limitations and government-wide fiscal constraints.” In context, this statement is infuriating. The poverty and trauma she speaks of is real, as are the funding limitations. However, if she had truly been moved to help these students, she would not have allegedly misdirected funds that could have been used to help them.
Keleher’s scandal reveals the truth that she and Secretary DeVos fail to see: the privatization of our school system does not ensure student success. Teachers and students alike suffer from the shift from public to private education—not because private schools are inherently worse (in fact, private schools have long been considered the best option for Puerto Rican families who can afford it) but because redirecting public funds into private systems creates widespread and immediate potential for corruption. Puerto Rico should not be Keleher’s self-described “laboratory” to test out her and DeVos’s preferred education model—but at least we now have more proof that this model does not work. (In fact, we already had proof, as Senator Bernie Sanders pointed out when he criticized Keleher’s policies, comparing them to what was implemented in New Orleans after Hurricane Katrina.) We must learn from the failures of the past (and present) to ensure that when the next disaster hits, we are prepared to make the transition and recovery period as stable as possible for American children.

On February 6, 2018 Puerto Rico’s Education Secretary Julia Keleher said the following to the El Nuevo Dia newspaper in an article called “EDUCACIÓN INICIARÍA CON 14 ESCUELAS CHARTER”

 “…es importante que el país y las comunidades me escuchen. Esto se trata, no de los derechos del magisterio, se trata de opciones para las familias, para los estudiantes, y en la última década no lo hemos tenido. No ha sido justo y equitativo para la población”.

That same afternoon at around 4:00pm I was watching a local news story on Channel 4 where I saw Miss Keleher very clearly ask the following question:

“¿Cuando vamos a dejar de hablar de de los derechos del magisterio, y empezar a hablar de opciones para los estudiantes?”
As an English teacher I was so insulted and infuriated by this very public and unapologetic glove in the face that it is my belief that these very public expressions should not and will not go answered.

The funny part is that while US Education Secretary Betsy DeVos has a BA in Business Economics and married into money, Miss Keleher has a BA in Political Science, a MS Ed in Psychological Services, an Ed.D in Educational Administration, Policy and Leadership, an MBA, is a Certified Project Management Professional from the Project Management Institute, has a Lean Six Sigma Green Belt Certification and is a graduate of Stanford University’s Strategic Decision Making and Risk Management Program.

As a Sailor Moon fan who watched all 200 episodes of the series I understand the comparison. She DOES project a sort of romantic heroine, can-do-against-all odds vibe. Yes, she pisses them off THAT much and she’s THAT smart and THAT capable… WHETHER OR NOT THAT IS GOOD FOR STUDENTS AND TEACHERS REMAINS TO BE SEEN.

One thing is for sure… DO NOT make the mistake of mistaking Miss Keleher for Airheads like Betsy DeVos and Michelle Rhee, bullies like Chris Christie, duelists like Jose Arsenio Torres, arrogant intellectuals like Rafael Aragunde or political lackeys like Rafael Roman.

First we must direct ourselves to the question, “When are we going to stop talking about teacher’s rights and start talking about options for our students?”
I wholeheartedly agree with my friend and fellow blogger Michael Castro who believes that this is a “False Problem” conveniently created by school administrators – There is no conflict between the rights of teachers and the rights of students. As Michael stated: “everyone has rights”.

Tens of thousands of Puerto Rican protesters took to the streets of San Juan this week, demanding that their governor step down.
Tensions in the U.S. territory have been building for some time, but protests escalated this month after chat messages between Gov. Ricardo Rosselló and his advisers were leaked. Over 900 pages of transcripts revealed a slew of homophobic and sexist messages.
Rosselló apologized, but had continuously refused to resign over the messages. That appeared to change on Wednesday when it was reported that he is expected to resign.
But on July 10, just days before the uproar over the leaked messages, two of Rosselló’s former Cabinet members and four others were indicted by the Department of Justice for conspiracy, wire fraud, theft of government funds and money laundering.
One of those people was Julia Keleher ⁠— Puerto Rico’s former secretary of education, a former Red Clay administrator, University of Delaware graduate and Philadelphia native.
The Puerto Rican public had already felt neglected by its government in the wake of the slow recovery after Hurricane Maria and an ongoing debt crisis. Keleher’s arrest, combined with Rosselló’s texting scandal, appeared to be the breaking point.
Keleher had resigned from her position in April, just months before her arrest. She and others were accused of funneling $15.5 million in government contracts to businesses with which they had personal ties.
“[The] indictment alleges that these individuals were involved in a public corruption campaign and profited at the expense of Puerto Rico’s children. That is completely unacceptable,” said Neil E. Sanchez, special agent in charge of the U.S. Department of Education Office of Inspector General’s Southern Regional Office.
Before her work in Puerto Rico, Keleher spent seven years in Red Clay Consolidated School District.
From 2000 to 2007, she worked as a district administrator and led the design and start of a computer adaptive testing system, according to her LinkedIn profile. At the same time, she was completing her doctorate degree in educational leadership at the University of Delaware.
While working for Red Clay, she was also a guidance counselor at A.I. du Pont Middle School and an assistant principal at A.I. du Pont High School, according to The News Journal archives.
A Red Clay spokesperson declined to comment about Keleher’s time with the district other than to confirm she worked for them.
Keleher’s work on Puerto Rican education began in 2007 when she was recruited by the U.S. Department of Education to work as a program manager offering technical assistance to the territory.

In 2017, she was tapped to be Puerto Rico’s secretary of education. Her tenure started off rocky, as the public questioned an outsider’s ability to lead the territory’s schools, according to education news site The 74 Million.
The aftermath of Hurricane Maria less than a year in led to wide-scale school closures, drawing more criticism, according to the news site.
Keleher was also responsible for breaking up the island’s single school system into seven regional districts. She also introduced charter schools to the island and laid the groundwork for a private school voucher program.
Upon her resignation, Keleher returned to her consulting firm in Washington. She was arrested in Washington, then released under the condition that she surrender herself to Puerto Rican officials within the week.

The motives of Ms. Keleher’s opponents and political – ideological enemies are not just clear, they are EVIDENT. Their mechanisms of actions, alliances, and many other related factors have to be elicited, the deliberate plots and set-up, including those on the FBI part, legal and illegal, have to be investigated and revealed.

Open Letter to Mr. Trump:

Mr. Trump, it seems to me, that in this situation, just like in many others,  you used the Democrats and the Leftists as the Cat Paws for you, to get your chestnuts from the fire; and in this case your trophy was the Governor Rossello’s resignation as the punishment for his threat to punch you in the mouth. Let us leave these somewhat childish interactions aside for now. 
I call on you to look into the circumstances of Ms.Keleher’s case and her unfair and unjustified, “showboated” arrest. This person, a professional educator, does not deserve all this nightmare and nonsense. If you have any sense of fairness in your soul, look into this objectively, and assist with the independent inquiry, to get the facts right. Thank you.

One of the prime contributors to the suffering of Puerto Rico following Hurricanes Irma and María may be headed to prison. Julia Keleher, the Republican former secretary of education of Puerto Rico who infamously closed 442 schools on the island, was arrested on charges of fraud in Washington D.C. on July 10. Keleher’s arrest is one of the latest in a series of corruption-related scandals, resignations, and cabinet dismissals which have pushed the conservative governor of Puerto Rico Ricardo Roselló’s government into a state of crisis in recent months.
Keleher, who is not Puerto Rican, is accused of using her position as secretary of education to give her associates preferential treatment in the awarding of bloated government contracts. One of the companies that she is accused of favoring was the “only company not qualified for the contract, and was the worst applicant” according to the indictment.
Keleher resigned in disgrace from her position as secretary of education in April of this year in part because of pressure from the federal investigation. But it was also because of the spotlight placed on her by the #Juliagohome movement of public education advocates who have stood up against her privatization schemes for Puerto Rico’s school system at every step of the way.
While Governor Rosselló justified Keleher’s outrageously high $250,000 annual salary as necessary to attract a leader of “global quality” to Puerto Rico, education activists pointed out that her lack of background in education made her unqualified to run their public education system.
In her first few months in office, Keleher made it clear that she wasn’t interested in public education at all. She was hired, after all, to break up the public system, impose cost-cutting neoliberal austerity measures such as charter schools and school vouchers, decimate the teachers’ unions, and privatize pensions. Her experience in business meant she was perfectly qualified to make working-class people pay Puerto Rico’s illegal debt to Wall Street.
Hurricanes Irma and María, which devastated Puerto Rico in November of 2017, provided a perfect storm of events to justify gutting the school system in Puerto Rico. The reaction of ordinary people after the hurricanes was to immediately help one another by turning schools into community centers to get food and other essential supplies to displaced and impacted people. But the reaction of Keleher and the Roselló government was to shut down the school-based community centers under the guise of safety concerns.
Determined to see their shuttered schools reopen, educators, students, and family members sat in, protested, and organized. They led pickets at their schools and at the Department of Education headquarters in San Juan, demanding that their schools be reopened. At one demonstration at Julia Keleher’s office less than two months after María, she had twenty-one teachers and educational leaders arrested.
Less than three weeks after the hurricanes ravaged Puerto Rico, while most people still had no electricity and many were still struggling to find food and water, Keleher renegotiated a controversial $16.7 million contract with a California-based company to run a “Tus Valores Cuentan” or “Character Matters” campaign in Puerto Rican schools. The company claimed to teach children citizenship, responsibility, fairness, caring, trustworthiness, and respect. Critics of the condescending program pointed out that this was done without any consultation with educators and that the funds could have been used to hire 800 educators, school-based psychologists, and social workers to address the actual social and emotional needs of students in crisis. Several months later the contract had to be cancelled under pressure from public outrage over the waste of funds.
Under Keleher, 5,000 untenured teachers were fired and thousands more were relocated when their schools were shut down. 75,000 students were moved into new schools, pushing them out of their beloved school communities at a time of extreme social crisis and forcing many to walk miles on dangerous rural roads to get to school. And when they arrived at their receiving schools, students often found them overcrowded. In these consolidated schools, teachers had to share limited space and partition cramped classrooms. It was in this context that Keleher faced yet another scandal — for spending $5 million on trailers to serve as classrooms at the now overcrowded reciever schools, while hundreds of shuttered schools remained empty.
Keleher’s record as secretary of education is marked with acts of cruelty that have affected hundreds of school communities. Take the Luis Muñoz Rivera (LMR) Elementary School in Dorado. At the end of the 2018 school year, Keleher’s office informed the school leaders, educators, and families of LMR that their school would close permanently. The decision was announced without any justification despite the fact that the school had no structural damage, was at full enrollment, and catered to many children with special needs. All summer the mothers and grandmothers of the community led an encampment at the gates of the school, which they named the “Keleher Summer School.” The families and educators spent their summer vacation bird-dogging Keleher at every public appearance to try to get answers to why their school was being closed.
Carmen Negrón, a leader of the encampment and mother of a child who went to LMR, responded to Keleher’s arrest this month with tempered optimism. “We are happy because we have finally started to see some justice. I say ‘started’ because in order to repair the emotional damage Keleher did to our community she needs to go to jail, return the money she stole with interest, and give us our school back. The children are still very traumatized by the loss of their school. We are also proud because we can see the light of justice at the end of the tunnel. Our fight has begun to pay off after one year of difficult struggle.”
The Federación de Maestros de Puerto Rico teachers’ union (FMPR) was fighting against the closure of schools like Luis Muñoz Rivera and hundreds of other schools like it before Keleher came to Puerto Rico, and the struggle continues now that she is gone.
FMPR president Mercedes Martínez Padilla called Keleher’s arrest a “vindication for educators, public education and the children of Puerto Rico … It is time to continue the struggle to reverse these disastrous, so-called educational reform policies that harm instead of help our children. We have to stand up for what is right and rebuild what this government administration has destroyed. Education is our hope for the future and for a better Puerto Rico.”
