Police detail federal reform changes

The Puerto Rico Police Department has released its first report detailing changes it is undertaking as part of a 10-year federally mandated reform.
Police note they have set aside $20 million again this year to fund the reforms after a 2011 federal report accused officers of illegal killings, corruption and civil rights violations.
Authorities said they have hired consultants, trained officers on the use of force and established a reform office, and appointed a monitor as part of the changes. Police said in a court filing released Friday that they also have improved the process to file civilian complaints but noted that they are still struggling to resolve a large backlog.
The Police Department has roughly 15,000 officers, making it the second largest in the United States. However, the ranks are falling along with the island population and are down from 21,000 in 2000.
Police Superintendent José Caldero has said the reform will carry a price tag of roughly $200 million over the next decade.
The settlement is one of the most extensive agreements ever obtained by the U.S. Department of Justice under the police misconduct provision of the Violent Crime Control & Law Enforcement Act of 1994.
The agreement requires corrective action in numerous core areas: use of force, searches & seizures, equal protection, policies & procedures, training, supervision, civilian complaints & internal investigations, community engagement and information systems. The agreement will also provide the public meaningful opportunities to participate in the reform process through periodic community meetings, public reports, civilian interaction committees, community surveys and the implementation of community policing principles.
The agreement is expected to be fully implemented in 10 years, but it has no expiration date. A technical compliance adviser will assess and report on the Police Department’s compliance to the federal court.
The reform is being monitored by former Army officer Arnaldo, who as technical compliance adviser to assist in determining whether the terms of the reform plan have been fully implemented in a timely manner.

Como Juan Ramón Vega Salamanca PPD, director regional del Departamento de Recursos Naturales y Ambientales (DRNA) en Aguadilla, y Comisionado electoral del Partido Popular Democrático (PPD) en Isabela, fue identificado por las autoridades uno de los Arrestados en medio de un operativo contra la Prostitución Masculina que tuvo lugar el jueves 14 de Agosto de 2014 en el área de Las Ruinas en la antigua Base Ramey de esta ciudad del noroeste de Puerto Rico.
Se alega que Vega Salamanca se vio involucrado en una transacción de prostitución con un agente encubierto de la División de Drogas y Vicio de Aguadilla, que lo puso bajo arresto, junto a otros 10 individuos que pedían u ofrecían favores sexuales a cambio de dinero.
Se supo que Vega Salamanca aspiró sin éxito en las primarias del 2008 al escaño cameral por esa colectividad en el Distrito 16, que cubre los pueblos de Isabela, San Sebastián y Las Marías.
El alcalde de Isabela y presidente del Comité Municipal de la Pava, Carlos “Charlie” Delgado Altieri, calificó el arresto de Vega Salamanca como una “situación penosa, lamentable y triste”.
“Nos sorprende muchísimo la situación y ciertamente se queda uno a veces hasta sin palabras, pues es una persona que uno conoce por muchos años, y que tenga ahora una acusación como esta, pues deja a uno un poquito atónito. Así es que estamos tratando de asimilar la situación y entenderla; y a la misma vez procurar lo mejor para la familia”, expresó Delgado Altieri en una entrevista radial.

BERLIN—German Chancellor Angela Merkel on Saturday called on Moscow to respond to reports that tanks and troops had crossed from Russia into eastern Ukraine in support of separatist rebels there.
Ms. Merkel discussed the reports and their confirmation by separatist leaders in a telephone conversation with Ukrainian President Petro Poroshenko on Saturday, Steffen Seibert, Ms. Merkel's spokesman said in a statement.
The comments came as the foreign ministers of Germany, France, Ukraine and Russia were set to meet in Berlin on Sunday in a renewed attempt by Berlin to engineer a diplomatic solution to the crisis.
"The Chancellor said she expected the Russian government to comment on these reports and the statements of the separatists," Mr. Seibert said.
Ms. Merkel and Mr. Poroshenko said arms deliveries from Russian territory to the pro-Russia rebels in Ukraine should stop and a cease-fire be agreed, Mr. Seibert added.
The Ukrainian government said on Saturday it had destroyed most of a Russian column of military vehicles that had entered the country illegally, yet it played down the episode as a commonplaceoccurrence in recent weeks.
French Foreign Minister Laurent Fabius and his Ukrainian and Russian counterparts, Pavlo Klimkin and Sergei Lavrov, would meet at the invitation of German Foreign Minister Frank-Walter Steinmeier, his ministry said in a statement on Saturday.
The ministers are expected at the Villa Borsig, the ministry's guesthouse in Berlin's Tegel lake district, on Sunday evening.
Kiev and Moscow have clashed for days about Moscow's plan to send what it says is humanitarian aidto the rebel-held territories in eastern Ukraine. Kiev sees Moscow's aid convoy as a further attempt to destabilize the region.

Gov. Alejandro García Padilla left Puerto Rico for the U.S. mainland on Thursday to attend the annual meeting of the Southern Governors Association.
García Padilla is slated to take part in the four-day meeting in Little Rock, Arkansas and then fly to Washington, D.C. on Sunday for meetings with federal officials, La Fortaleza said in a press release.
The Southern Governors Association meeting agenda includes talks on issues including economic development, energy, education and access to federal funding.
Secretary of State David Bernier will serve as acting governor until García Padilla’s scheduled return to the island on August 19.
