Cuba–Peru relations refer to the relationship between the Republic of Cuba and the Republic of Peru. Cuba has an embassy located in Lima, Peru while Peru has an embassy in Havana, Cuba.
History[edit]
Relations between the South American states of Cuba and Peru have been troubled since the Cuban revolution brought Fidel Castro to power in 1959. Like all other states in the Americas apart from Canada and Mexico, Peru broke off diplomatic relationships with the newly communist Cuba in the early 1960s.[1][2] While diplomatic ties were re-established on July 8, 1972, the relationship has since been rocked by a succession of incidents. Tensions were aggravated by the Cold War, with Peru tending to side with the US, while Cuba was a loyal ally of the Soviet Union. A destabilizing factor specific to the bilateral relationship was the alleged Cuban support for the Túpac Amaru Revolutionary Movement, an antigovernment guerrilla force that operates in remote rural areas of Peru. [3] The relationship remained rocky even after the cold war ended. An example incident followed Peru's support for a 2004 UN resolution critical of Cuba's human rights record. This prompted Fidel Castro to speak out strongly against Peru and her president, leading Peru to respond by recalling her ambassador.[4][5][6] By 2010 the general improvement in Cuba's foreign relations that had followed the ascension of U.S. President Barack Obama had lost momentum. However both Cuba and Peru were quick to lay aside their differences as they co-operated in delivering humanitarian relief for victims of the 2010 Chile earthquake .[7]
Mariel boatlift of 1980[edit]
A notable episode in the Cuba-Peru bilateral relationship occurred after a small group of Cuban citizens gained sanctuary in the Peruvian embassy by smashing through the perimeter fence in a bus. Cuba requested the defecting citizens be returned, but Peru refused, causing the relations to worsen between the two nations. After Cuba recalled the guards who were protecting the embassy, about 10,000 Cubans sought asylum there. Cuba then opened the port of Mariel so Cubans who wished to could leave, prompting the exodus of approximately 125,000 refugees.[8]

SAN JUAN, Puerto Rico — Two men have been charged with first-degree murder in the killings of a retired Army sergeant and three other family members, police said Thursday.
Christopher Sanchez Asencio and Jose Bosch Mulero, both 27, also face nearly 40 other counts, including aggravated kidnapping of a minor and destruction of evidence.
They were being held on $8 million bond each.
The victims include 67-year-old Miguel Ortiz Diaz, his wife, a 15-year-old son and his mother-in-law. They were fatally shot late Monday at their home in the upscale city of Guaynabo, southwest of the capital of San Juan. Police said a 13-year-old son survived after being stabbed and thrown off a bridge in the neighboring municipality of Bayamon.
It is unclear whether the suspects have attorneys, although Bosch spoke briefly to reporters on Wednesday after he was arrested.
"To the boy who survived, I am truly sorry for what happened," he said.
Police have said they believe Ortiz was killed by people who were renting a house he owned and were facing eviction because they had fallen behind on the rent.
The 13-year-old boy remains hospitalized and is expected to recover as government officials debate who should obtain custody of him. His mother and grandmother had Peruvian citizenship, and family members in Peru have expressed interest in bringing him to the South American country.
Isadora Hernandez, a spokeswoman for Puerto Rico's Department of State, said in a phone interview that two Puerto Ricans have offered to pay for the flights and hotel of the victims' family members who live in Peru.
Ortiz had been a professor for nearly 20 years at Puerto Rico's American Military Academy, where his sons also were enrolled.

Sixty-seven year old Miguel Ortiz Diaz, his wife and his mother-in-law were fatally shot at their home in Guaynabo, Puerto Rico late Monday, Fox News Latino reported.
The assailants kidnapped Ortiz’s two sons after the shooting and took them to a field in Guaraguao neighborhood where the elder son was shot to death, El Comercio reported.
The assailants reportedly ran out of bullets when they tried to kill Ortiz’s younger son. So they stabbed him and threw him over a bridge, according to El Comercio. Miraculously, the 13-year-old boy survived the attack and later sought help.
Police said the murders were carried out by people who were renting a house from Ortiz and were facing eviction after they failed to pay rent, Fox News Latino reported.
